The Vietnam Veterans Memorial Fund, Inc. (VVMF), was a non-profit organization established on April 27, 1979, by Jan Scruggs, Jack Wheeler, and several other Vietnam War veterans, finance the construction of a memorial to those Americans who died or were killed during the Vietnam War.

WHO FORMED THE IDEA OF THE VIETNAM VETERANS MEMORIAL? The Vietnam Veterans Memorial was founded by Jan Scruggs, who served in Vietnam (in the 199th Light Infantry Brigade) from 1969-1970 as a infantry corporal. He wanted the memorial to acknowledge and recognize the service and sacrifice of all who served in Vietnam. The Vietnam Veterans Memorial Fund, Inc. (VVMF), a nonprofit charitable organization, was incorporated on April 27, 1979, by a group of Vietnam veterans (John Wheeler, Chairman of the Board for VVMF, served in Vietnam as a captain at U.S. Army headquarters from 1969-1970; Robert Doubek, VVMF project director, then executive director, served in Vietnam from 1968-1969 as an Air Force intelligence officer) in Washington, D.C. On August 3rd, 1949 President Truman signed an Act of Congress designating June 14th of each year as National Flag Day.    In Memory Day salutes vets who made it home but died later “as a result of their service in Vietnam,” said Lee Allen, of the Vietnam Veterans Memorial Fund. These people were told that it was safe, something our governement now denies. Just to remind everyone tomorrow is Flag Day and Art La Flam will be on our bride over 81 waving our US Flag. Not only is he doing that but in Washington DC tomorrow, 3 of our local guys will be placed on the Honor Roll at The Vietnam Wall, Wayne Tisinger, John Abbott and Bernard Foyle. All of us wives are honored to do this for our husbands as well as our families. Ceremonies starts tomorrow morning at 10 AM on the Mall. Us gal's will read our husbands names and place the Remembrance's at The Wall. The Remembrance's will be gathered by the National Parks and placed in the archives for people to see and read.
