Article published Jun 30, 2013 Police brush up on racial bias training By Brent Curtis STAFF WRITER Law enforcement officers in Rutland County were more likely than other Vermont officers to racially profile black people in 2010. But a lot has changed in the ensuing years, according to a racial bias trainer who has been working with the two biggest police agencies in the county. An American Civil Liberties Union study released this month found that black people were 16 times more likely than Caucasians to be arrested for possessing marijuana in Rutland in 2010. But after more than a year of training, members of the Rutland Police Department and Vermont State Police in the county have gone a long way toward changing their ways. “In many ways, that (ACLU report) is old news,” said their trainer, Curtiss Reed Jr., executive director of the Vermont Partnership for Fairness and Diversity, based in Brattleboro. Reed, a black man whose organization is dedicated to strengthening fairness and diversity in Verm ...

A Tulpehocken High School graduate was injured early Monday in Vermont when his car hit a cow in the road, Vermont State Police said.
Sober Minded by: Bill Croke Twenty-five years in a dry state of mind. On an anonymous day in June I will celebrate 25 years of sobriety. On that night in 1988 I came careening down a hill in Vermont and slammed my Honda Accord into an empty parked Subaru. Dazed, but unhurt, I got out of the car and stood in the street while the Subaru’s owners, a couple, came out of their house and yelled at me. “We were planning on selling it soon!” the woman screamed. They then went back inside to call the Vermont State Police. I got tired of waiting, and got back in my car, which I discovered that despite its banged-up state, still started, and was drivable. I drove home. The couple had made note of my license plate number, of course. This typical lapse of judgment led to a trip to the local State Police barracks, where I took a breath test and was charged with Driving Under the Influence (DUI), and leaving the scene of an accident. I was issued a citation for a court appearance in Burlington, driven back home by ...

The latest police scandal in Rutland had some city officials wondering over the weekend just how much things have changed in the department since problems there were first made public three years ago. In February 2010, city officials said they were surprised to learn about a six-month-old criminal investigation into a police sergeant who was eventually fired by the municipality. Now, in the wake of a lawsuit brought by former Rutland Police Cpl. Andrew Todd, who is now a Vermont State Police trooper, some members of the Board of Aldermen are wondering why they didn’t learn about Todd’s complaints to the administration sooner. In his lawsuit, Todd said that at the end of 2011 he brought complaints that he was being discriminated against by his superiors to Police Commission Chairman Larry Jensen, who is among the city officials being sued, and Mayor Christopher Louras. Those complaints were never shared with the aldermen, four of whom said Sunday they were unprepared when news reached them Friday of th ...

December 26, 2012 "Last summer, a 39-year-old Thetford man died after a state trooper shot him with an electronic stun gun. Macadam Mason had a lifelong epileptic disorder that occasionally impaired his cognitive abilities, and he suffered a seizure on June 19. The next day, Mason called a mental health crisis line at Dartmouth-Hitchcock Medical Center and told the operator that he planned to kill himself and others. When police confronted Mason in his front yard, trooper David Shaffer deployed his Taser, striking Mason in the chest. A New Hampshire medical examiner later determined that the Taser’s electronic jolt caused Mason’s death... On July 24, Theresa Davidonis, Mason’s life partner, filed a wrongful death lawsuit against the Vermont State Police and Shaffer, charging negligence, trespass and deliberate infliction of emotional distress. Neither Davidonis nor her Brattleboro attorney, Thomas Costello, responded to requests for interviews. However, Costello asserts in court filings that the sta ...

Article published Dec 7, 2012 State police to close Castleton outpost By Lucia Suarez STAFF WRITER CASTLETON — The building near Castleton Four Corners that has played host to the Vermont State Police for more than 30 years will be closed early next year. Lt. Charles Cacciatore, commander of the Rutland barracks, confirmed Thursday that the Castleton outpost will be closed, probably in the middle of January. The six troopers and one sergeant working in the satellite office will move up Route 4A to Fair Haven. “We are still working out the details with the Fair Haven Police Department,” Cacciatore said. “It’s going to be a place where the troopers will be able to hook up their computers, process people. The level of service is not going to change.” The reasons behind the Castleton outpost’s closure, Cacciatore said, was to help consolidate and save money. Vermont State Police currently pays about $30,000 in rent every year for the outpost building. When the agency begins renting desk space in ...

A novel approach to the gun ownership issue... Vermont State Rep. Fred Maslack has read the Second Amendment to the U.S. Constitution, as well as Vermont's own Constitution very carefully, and his strict interpretation of these documents is popping some eyeballs in New England and elsewhere. Maslack recently proposed a bill to register "non-gun-owners" and require them to pay a $500 YEARLY fee to the state. Thus Vermont would become the first state to require a permit for the luxury of going about unarmed and *** a fee of $500 for the privilege of not owning a gun. Maslack read the "militia" phrase of the Second Amendment as not only the right of the individual citizen to bear arms, but as 'a clear mandate to do so'. He believes that universal gun ownership was advocated by the Framers of the Constitution as an antidote to a "monopoly of force" by the government as well as criminals. Vermont’s constitution states explicitly that "the people have a right to bear arms for the defense of themselves a ...
