A Third of Americans delinquent on Debt : Hadley Malcolm, USA TODAY More than a third of the country is in trouble when it comes to paying debts on time; 35% of Americans have debt in collections, according to a study out Tuesday from the Urban Institute, which analyzed the credit files of 7 million Americans. That means the debt is so far past due that the account has been closed and placed in collections. This typically happens after the bill hasn't been paid for 180 days. It also means the debt has been reported to credit bureaus and can affect someone's credit score. Southern states especially stand out with the highest concentration of people delinquent. In 13 states — Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Texas, Nevada, New Mexico and West Virginia — and Washington, D.C., more than 40% of the population with a credit file has debt in collections. Even past-due gym membership fees or cellphone contracts can end up with a collection agency, potentially hurting credit scores and job prospects, said Caroline Ratcliffe, a Senior Fellow at the Washington-based think tank. "Roughly, every third person you pass on the street is going to have debt in collections," Ratcliffe said. "It can tip employers' hiring decisions, or whether or not you get that apartment." Times: President Obama's healthcare law has reduced the number of uninsured adults by 8 million to 11 million in its first year, according to three new studies, and the vast majority report satisfaction with their new health plans. The studies — done separately by the Commonwealth Fund, the Urban Institute and the Gallup organization — use different methods to estimate the effect that the Affordable Care Act has had. The announcement highlights a new pilot program, Homeowners Armed with Knowledge (HAWK), which incorporates housing counseling into the home buying process for borrowers using FHA-insured financing. The agency cited a study from the Urban Institute [3] that notes that the average loan from Freddie Mac and Fannie Mae has a borrower's credit score of 752, leaving 13 million borrowers with credit scores between 580-680 at a significant disadvantage when attempting to secure loans. " A left-leaning think tank whose research is often taken seriously by backers of the health-care overhaul has published a paper suggesting the administration should scrap the health law’s requirement that employers offer coverage or pay a penalty. “Why Don’t We Just Get Rid of the Employer Mandate?”, by three researchers at the Urban Institute, argues that the requirement won’t lead to many more people gaining coverage, since most firms that don’t currently offer benefits to all their workers will opt for the penalty, and most firms that already voluntarily offer benefits will want to carry on doing so.

Refusal to implement Medicaid Expansion-Equals Denying Health Insurance to Veterans The GOP’s refusal to fully implement the Affordable Care Act will leave more than half of the nation’s uninsured working poor without access to health insurance and will also disadvantage military veterans. While the health care law does not change the Veterans Health Administration or other military health care systems, the ACA does expand Medicaid to all uninsured Americans with incomes below 133 percent of the federal poverty line and could provide health care coverage to nearly half of all uninsured veterans. In Stand Your Ground law states, twice as many homicides are justified than in non-stand your ground states, and when white shooters kill black victims, 34% of the homicides are deemed justifiable, but when the shooter is Black and the victim is white, only 3% of deaths are ruled justifiable. NEW YORK – Oct. 1, 2013 – The recovery in the U.S. housing market could run out of steam if it depends on investors to carry it along, an economic report explains. In a report titled “Opening the Credit Box,” Moody’s Analytics economist Mark Zandi and Urban Institute market analyst Jim Parrott say rising home prices and interest rates will force the recovery to rely on first-time buyers, as investment buyers will begin to back away. But first time buyers are not yet in a position to keep the recovery strong, Zandi and Parrott claim. Via CNS News: Federal tax expert Gene Steuerle said at a discussion on low-wage workers on Tuesday at the Capitol that government social welfare programs penalize low-income people for being married. “Staying unmarried is the tax shelter for the poor,” Steuerle, a fellow at the Urban Institute and former deputy assistant secretary of the Treasury for tax analysis in the Ronald Reagan administration, said at an event to release a survey commissioned by Oxfam America on low-wage workers in the United States.
