Interesting reading. This is the 1994 Budapest Memorandum that says the US, Britain and Russia agree NOT to intervene in the Ukraine. There's no penalty proscribed however if someone (Russia) breaks that pledge. We are treaty-bound to take it to the United Nations immediately however and ask for "Immediate Security Council Assistance." That much I know we have NOT done. Not that it matters in the larger scheme of things since the Security Council can only do things by unanimous vote and since all three countries have VETO power in the Security Council it'd be a moot point unless Russia decides to vote against itself. You can argue this is a meaningless document as it doesn't lay out any specific actions to be taken against Russia for invading the Ukraine.
