Southern District: Division Of Marine Fisheries Ocean: Anglers on private and charter boats enjoy some of the best bottom fishing and king mackerel fishing of the year during the winter months. Frying Pan Tower normally holds lots of king mackerel. Look for bait and water temperature around 70 degrees. There may also be great fishing, in these same areas, for groupers, sea bass, porgies and other various bottom fish. Bluefin tuna are another option during the winter months. Ledges around the shoals such as the Fairway Ledge and the Cucumber are good places to look for one. Inlet/Sounds/Bays: If we don't see too cold of weather, speckled trout and red drum fishing can be good during the winter months. Look for the trout around the inlets and the drum in the bays and up in the back of the creeks. Striped bass fishing in the Cape Fear River is another option for wintertime fishing.

Attorney Constance Baker Motley (1921 - 2005) started her brilliant civil rights career with the NAACP Legal Defense Fund in 1945 as a law clerk. She was educated at Fisk, New York University, and Columbia Law School. Motley was an Assistant Counsel by 1950. She was part of the law team to win Brown vs. The Board of Education in 1954, argued before the U.S. Supreme Court. Motley successfully argued James Meredith vs. The University of Mississippi in 1962. She was elected a New York State Senator in 1964, and became the first black woman to hold the position of borough President of Manhattan in 1965. In 1966, President Lyndon Johnson appointed her to a seat as the first African American woman Federal District Judge. Her jurisdiction was the Southern District of New York.

JUST THE BEGINNING Costa Concordia victims will litigate in Florida 04 MAR 2013: Survivors of the Costa Concordia disaster which occurred off the Tuscan coast in January 2012, won a huge victory last week when the District Judge for the Southern District of Florida ordered the claims of 104 survivors remanded to the Florida State Court for continued litigation. The court's February 15, order involved two cases, Denise Abeid-Saba, et al., v. Carnival Corporation et al., and Scimone v. Carnival Corp., together representing the claims of 104 plaintiffs injured when the ship hit the on rocks just off the shore of Isola del Giglio and then capsized. Both cases initially commenced in the Florida State Court against Carnival Corp. as the parent corporation as well as ship designers and the architect. Daniel Ellsberg: NDAA Indefinite Detention Provision is Part of "Systematic Assault on Constitution". A lawsuit challenging a law that gives the government the power to indefinitely detain U.S. citizens is back in federal court this week. On Wednesday, a group of academics, journalists, and activists will present oral arguments in court against a provision in the National Defense Authorization Act, or NDAA, authorizing the military to jail anyone it considers a terrorism suspect anywhere in the world without charge or trial. In a landmark ruling last September, Judge Katherine Forrest of the Southern District of New York struck down the indefinite detention provision, saying it likely violates the First and Fifth Amendments of U.S. citizens. Islamic extremists are stepping up the creation of "no-go" areas in European cities that are off-limits to non-Muslims. Many of the "no-go" zones function as microstates governed by Islamic Sharia law. Host-country authorities effectively have lost control in these areas and in many instances are unable to provide even basic public aid such as police, fire fighting and ambulance services. Earlier this week, a Brunswick man pleaded guilty week to acquiring 156 loggerhead sea turtle eggs from Sapelo Island in May 2012. When DNR officers seized the eggs, they were packaged in a manner indicating they would be sold. Commercially exploiting a protected species is a violation of the federal Lacey Act, and he now faces a maximum penalty of five years in prison, and a fine of up to $250,000. The Government has been granted an extension to respond to Fergusonâ€™s motion to dismiss the civil case against him, a possible indicator that a resolution may be within sight. Lefkara is a village on the island of Cyprus famous for its lace, known as lefkaritika and silver handicrafts. The village takes its name from the white of its silica and limestone: Lefkara is derived from a combination of the Greek words "lefka" and "ori" (Translation: mountains, hills). When helping to clean up flood affected properties please be aware of what you are throwing away. Ask the owners about every item you touch no matter how water logged & mud damaged it is. No matter how tedious it may seem to constantly be asking the same question of "do you want to keep this", it needs to be done for a) their personal attachment to an item and b) their insurance. Make one section of the yard as 'Keepers' & the rest into a designated area that can be easily accessed for pickup by council or other authority (ie access for bobcats, trucks etc). PDP leader seeks support for Oni A Peoples Democratic Party stalwart in Ekiti State, Gbenga Olofin, has called for support for former Governor Segun Oni, who is seeking to reclaim his mandate at the Supreme Court. Oni had approached the apex court to challenge the nullification of his election and the declaration of Governor Kayode Fayemi as governor of Ekiti State. History of the Aunthathiyar community There are two theories about the history of Arunthathiars in Tamilnadu. The first theory tells that, these people were brought by Naickars from Andhrapradesh during the Vijayanagar Empire some 500 years ago to make shoes and other kinds of leather works. They are said to have come here from Kadappah District of A.P. and spread over Tamilnadu during the Naickar Rule. The other theory is that, before the Indian States were linguistically re-organised in 1956, all the southern States were under one Presidency. She is a circuit judge for the 25th Circuit in Phelps County and will fill the appellate court vacancy that occurred with the retirement of the Judge Robert S. Barney. Sheffield has served on the bench in the 25th Circuit since January 1983, after being elected as an associate circuit judge and probate judge. By Miguel Gutierrez and Elinor Comlay MEXICO CITY (Reuters) - Mexico said on Wednesday it would open an investigation into allegations that the Mexican unit of Wal-Mart Stores Inc bribed officials to expand its business there, piling pressure onto the embattled retail giant. The Mexican federal comptroller's office said it had begun checking the federal paperwork and permits that Wal-Mart de Mexico, known as Walmex, obtained to open and operate its stores in Mexico. The comptroller's office added that it would ask U.S. authorities for information on the case, in order to carry out its investigation and that the federal government would take action if wrongdoing by public officials was detected. Wal-Mart already faces a criminal probe by the U.S. Department of Justice over potential violations of the Foreign Corrupt Practices Act (FCPA), a U.S. law that forbids bribing foreign officials.
