Scarborough Shoal

Scarborough Shoal or Scarborough Reef (Philippine name: Panatag Shoal, Bajo de Masinloc; Chinese name: Huangyan Island; ), more correctly described as a group of islands and reefs in an atoll shape than a shoal, is located between the Macclesfield Bank(Zhongsha Islands) and Luzon Island of Philippines in the South China Sea.

Supreme Court justice says China’s claim is based on historical lies 13/06/2014 | 8:00 Posted in Nation “Clearly there is nothing ‘historical’ or ‘right’ about China’s nine-dashed line claim. The nine-dashed line claim is based not on historical facts but on historical lies,” Philippine Supreme Court Associate Justice Antonio T. Carpio said in 63-page presentation. “There is not a single Chinese map, whether made by Chinese or foreigners, showing that the Spratlys and Scarborough Shoal were ever part of Chinese territory,” Justice Carpio said. “It is clear, patent obvious from all these ancient Chinese maps, whether made by Chinese authorities and individuals or by foreigners, that the southernmost territory of China has always been Hainan Island. Throughout the Chinese dynasties, China’s territory never included the Spratlys and Scarborough Shoal,” Carpio said. China already has a presence in the Mabini Reef, Calderon Reef, Gaven Reef, Ayungin Shoal, Scarborough Shoal and parts of the Kalayaan Island Group. The Philippine Star, meanwhile, reported about land reclamation activities of China in five areas, namely Johnson South (Mabini) Reef, Cuarteron (Calderon) Reef, Hughes (Kennan) Reef, Gaven (Burgos) Reef and Eldad (Malvar) Reef. Deputy presidential spokesperson Abigail Valte said she is aware of the reports. She said the reclamation activities are designed to push China's nine-dash line. Chinese foreign policy: Belligerence is internally motivated | China Picking 3 Fights in 9 Months: Japan, Phils, Vietnam. Robert E Kelly Last week, Brad Glosserman of the Center for Strategic and International Studies made the smart observation that China has recently chosen a surprisingly hard course in its foreign policy. It has lately picked a series of fights with its neighbours which threaten to derail the 'peaceful rise' policy which facilitated so much of its earlier growth. Brad finds this bizarre and wonders whether the new Chinese leadership knows what it is doing, or whether this will lead to more clashes and open balancing against China. Hugh White responded on the Interpreter that this behaviour is a part of China's larger plan to slowly push the US out of the Asian region. China has learned from the Soviet Union: instead of confronting the US directly and provoking a big response, the Chinese are looking for small cracks, like the Senkaku Islands or Scarborough Shoal. Sharing. An armed conflict with China within our lifetime According to Supreme Court Associate Chief Justice Antonio Carpio, China’s invasion and occupation of Mischief Reef in 1995, and its unilateral grab of Scarborough Shoal (or Bajo de Masinloc) in 2012, are acts of armed aggression against the Philippines that violate the United Nations Charter. It has taken over Mischief Reef, Mabini Reef, Malvar Reef, Calderon Reef, Gavin Reef and Bajo de Masinloc. China is also blockading the area around Ayungin Shoal with intent to evict the Marines on board the RPS Sierra Madre. All these are within our Exclusive Economic Zone (EEZ) and extended continental shelf (ECS) accorded by the United Nations Convention on the Law of the Sea (or UNCLOS) that we refer to as the West PH Sea. We have been trying to bring China to dialogue and resolve the dispute since 1995 when it snatched Mischief Reef away from us. Chinese maps show the Spratlys + Scarborough Shoal were never part of its territory:
The South China Sea: What Happens Now? By TREFOR MOSS China and the Philippines are barely on speaking terms after Manila filed an arbitration case under the United Nations Law of the Sea against Beijing’s territorial claims to the Scarborough Shoal. Sino-Vietnamese relations are also extremely tense, with Hanoi seemingly poised to launch its own legal action against China following the deployment of a Chinese oil rig in May to waters east of Vietnam. Whether the security situation in the South China Sea is displaying a temporary cause for concern or is in a lasting tailspin may now depend on how the various countries that claim rights to the energy-rich waters play their hands over the next few months. Here are five key events to keep an eye on. 1. Whether China pulls back its oil rig When China deployed a state-owned oil rig into the waters near Vietnam, it hedged by saying that drilling operations would end on August 15. The deadline enables China to withdraw the rig without appearing to have caved i ...

While berthed the ships siphon the black sand into the hold with huge hoses, then sail away. No taxes or royalties are paid — only bribes to the very officials tasked to keep them out. China’s Advance Spurs Indonesian Military Shift: Southeast Asia China’s intensifying move to assert claims over the South China Sea has given fresh impetus to a military buildup in Indonesia that will see its forces deployed with greater focus on external risks. After years of concentrating on separatist threats across an archipelago long enough to stretch from New York to Alaska, Indonesia plans to deploy attack helicopters to its islands at the southern end of the South China Sea and expand its naval power. The front-runner for July’s presidential election, Joko Widodo, aims to boost defense spending to 1.5 percent as a share of the economy, which is Southeast Asia’s largest. The strategy shift comes as China escalates disputes with the Philippines and Vietnam, fellow members of the Association of Southeast Asean Nations. China’s standoff with Vietnam over an oil rig this month followed its 2012 success in taking control of the Scarborough Shoal from the Philippines. “The focus in defense sp ...

Vietnam Urged to Ally with Other Countries to Protect Sovereignty by Vu Quoc Ngu May 23, 2014 Vietnam should team up with other countries, especially in defense in order to enhance the country’s defense capacity to protect the country’s sovereignty as China has showed its expansionism, said a local observer. Vietnam says it will not participate in military groups and will not allow foreign countries establishing military bases in its territory, and will not partner with one country against the third nation. This policy seems to be not effective, said Tran Nghia Son in his article posted in Giao Duc Viet Nam online website. Since early May, China has deploying HD-981 oilrig and an escorted flotilla of tens of ships, including missile and frigates and armed surveillance vessels in Vietnam’s Exclusive Economic Zone, just 120 nautical miles from the Vietnamese central coast. South China Sea - Vietnam mulls legal action against China... Vietnam threatens legal action against China By JIM GOMEZ May. 21, 2014 MANILA, Philippines (AP) — Vietnam's prime minister said Thursday that his country was considering legal action against China, which deployed an oil rig earlier this month to disputed waters, prompting anti-Chinese riots in Vietnam and a tense standoff between ships from both countries in the area. In a written reply to questions sent by The Associated Press, Prime Minister Nguyen Tan Dung said Vietnam would fiercely defend its territory but would never resort to military action "unless we are forced to take self-defense actions." Dung did not specify what legal action Hanoi was considering. Last year, the Philippines fi ...

Column One: Life under the Obama Doctrine For most commentators, President Barack Obama’s biggest achievement in his four-nation tour of Asia was the enhanced defense treaty he signed with Philippine President Benigno Aquino. The pact permits US forces to operate on Philippine military bases and sets the conditions for joint training of US and Philippine forces, among other things. There are two problems with the treaty, however. And they reflect the basic problem with US foreign policy generally, five-and-a-half years into the Obama presidency. First, there is the reason that the treaty became necessary. The Philippines has been under attack by China since 2012 when China seized the Scarborough Shoal from the Philippines. Despite its mutual defense treaty with Manila, Washington did nothing. This non-response emboldened China still further. And today China is threatening the Second Thomas Shoal, another Philippine possession. So, too, late last year China extended its Air Defense Identification Zone to ...

PerryScope By Perry Diaz Twenty-eight years after the EDSA people power revolution and 23 years after the Philippine Senate kicked the U.S. bases out of the Philippines, the Americans are back at the request of the Philippine government.   Why? The toppling of the Marcos dictatorship in 1986 whipped up nationalistic fervor among the new intelligentsia who saw an opportunity to create a society free of foreign influence and interference.  It was a period of unbridled nationalism that blamed the malaise of the past on America’s perceived meddling in the Philippines’ national affairs.  It did not then come as a surprise that the 1987 Constitution was crafted to prohibit foreign military bases on Philippine soil.  Article XVIII, Section 25, of the new constitution states that “foreign military bases, troops, or facilities shall not be allowed in the Philippines except under a treaty duly concurred in by the Senate and, when the Congress so requires, ratified by a majority of the votes cast by the p ...

Disputes in Asia over the Scarborough Shoal. I bet the real reason they want it is the fair. Let's be real: who wouldn't?
The New York Times On a Trip That Avoids Beijing, Obama Keeps His Eye on China By MARK LANDLER APRIL 26, 2014 KUALA LUMPUR, Malaysia — On every stop of his Asian journey in the past week, President Obama has spoken to two audiences: America’s allies and China. The balancing act has become even trickier because of the sharp deterioration in America’s relations with Russia. Perhaps no country has more to gain from a new Cold War than China, which has historically benefited from periods of conflict between the United States and Russia and, analysts say, could exploit these latest tensions to lean even harder on its neighbors in the region. As Mr. Obama has traveled from Japan to South Korea and, now, Malaysia, he has delivered a carefully calibrated message to reassure America’s friends of its support while discouraging the Chinese from any thoughts of opening a second front on the Pacific Rim. In Tokyo on Thursday, Mr. Obama vowed to defend Japan in a territorial dispute with China, but urged the .. ...

5 Where the U.S. Will Look to Gain a Footing The used to be a central hub for U.S. military operations in the Asia-Pacific, and the country looks set to fulfill that role once more – albeit on a smaller scale – as the two countries reboot their long-standing alliance. U.S. President Barack Obama and his Philippine counterpart Benigno Aquino III are expected to sign a new security pact – the Agreement on Enhanced Defense Cooperation – in Manila on Monday. The deal paves the way for U.S. forces to return to bases which, in some cases, they ran for decades before the Philippines ordered all American troops to leave the country in the early 1990s. Though the Americans were never unpopular here, Philippine society at the time simply saw no justification for their continued presence, given the lack of any credible external threat. The two sides remain tight-lipped about where the U.S. plans to deploy its forces and in what numbers. But since the deal’s purpose is to boost the Philippines’ deterrent ...

Obama in the Philippines! MANILA, Philippines (AP) — President Barack Obama said a 10-year agreement signed Monday to give the U.S military greater access to Philippine bases will help promote regional security, improve armed forces training and shorten response times to humanitarian crises, including natural disasters. The deal signed as Obama arrived in the Philippines to end a weeklong, four-nation Asia tour on something of a high note. Concerns about the U.S role military role here led to recent clashes outside the U.S. Embassy in the capital of Manila between police and more than 100 left-wing activists who protested Obama's visit and the new security arrangement. Activists say the agreement reverses democratic gains achieved when huge U.S. military bases were shut down in the early 1990s, ending nearly a century of American military presence in the Philippines, a sensitive issue in this former U.S. colony. Obama sought to allay those concerns, saying in an interview that the deal is not about U.S. ...

Who defends RP from US? (Herman Tiu Laurel / DieHard III / The Daily Tribune / 04-28-2014 MON) Barack Obama arrives to firm up his country’s purported commitment to “defend” the Philippines from China. But who defends the Philippines from the US--the imperial power that grabbed the Filipinos’ victory over long-time colonizer Spain; the one that launched the Philippine-American War of 1899-1902 and killed up to a million Filipinos? Half-a-century of US colonialism suppressed what should have been the first modern democracy and economy in Southeast Asia. Then, World War II saw the US use Filipino soldiers and civilians as cannon fodder, before it subjected the country to post-war neocolonial exploitation with parity rights and US military bases for its wars in Asia. To this day, the US continues to suppress the country’s industrial aspirations while it ruthlessly conducts massive wealth extraction through debt, taxes, and privatization-price gouging of public services. Obama’s offer of protect . ...

America Besieged: Bad things happen when your adversary does not respect you. Washington has been trying to engage a militant state, and as we do so, we have not been supporting our treaty allies and friends as we promised to do. And as a result, that militant state now believes that it can intimidate us and do anything. Anything it wants. There is something very wrong in Asia at the moment. What is it? It is Chinese expansionism. Beijing leaders believe that the People’s Republic of China should be larger than it is today, and Chinese flag officers are comfortable in public urging their country to initiate armed conflict to seize territory from neighbors, as one general, Liu Yazhou, did at the beginning of this year. So, why are the Chinese becoming so hostile? China, I believe, has just passed an inflection point. Until recently, everything was going its way. Now, however, all the problems are catching up with the Chinese state at the same time. And when we look at these problems, we should ...

The Spratlys-South China Sea issue has been an advocacy of mine since 1971 when, as a new graduate of Annapolis, I was part of a secret mission (see photo of me as part of the landing party) that transported replenishment troops, supplies and equipment to our islands then called Freedomland in the Spratlys, now called Kalayaan Island Group, I was on board the PS-70 (RPS Quezon) where we had a stand-off with several destroyer escorts of another claimant in the area nearly resulting in a sea battle where the odds were against us. I went there several times after that mission. In December 1999, fourteen years ago, I delivered a speech in Congress warning that China was aiming to grab Scarborough Shoal after they stole Mischief Reef in 1995. Now, I predict that their new objective is to steal Ayungin Shoal followed by their takeover of the oil-rich Recto Bank (Reed Bank), as part of their creeping assault on our Exclusive Economic Zone and natural resources. I support the move to give the military forces of t ...

Disputed areas in West Philippine Sea may suffer same fate as Crimea, lawmaker warns By John Carlo Cahinhinan Friday, March 21, 2014 MANILA -- An administration lawmaker on Friday urged the government to keep a tight watch on the series of recent provocative actions by China at the disputed territories in West Philippine Sea. Valenzuela City Representative Sherwin Gatchalian feared that China might eventually use its might to annex highly contested territories in the Southeast Asia in a similar way how Russia flexed its muscles after invading the Crimea Region in Ukraine "[I am] wary of the fact that China could be taking a cue from Russia as far as dealing and resolving its maritime territorial conflict with the Philippines and its other Asian neighbors are concerned," Gatchalian said. He said that the similar openly aggressive and defiant actions that China is taking regarding the maritime dispute should be a cause of great concern especially for the Department of Foreign Affairs (DFA). The lawmaker war ...

I hope the Philippines enter into a base agreement with the US, particularly at this time. Some groups have different agenda not necessarily in line with the interest of the Philippines, or are simply misguided to oppose such agreements. China has a long history of grabbing neighboring territories, in utter disregard with the international norms. It will use its military might to occupy Spratly Islands and the Scarborough Shoal which is less than 125 miles from Subic. Right now it's navy is harassing and threatening to ram Philippine fishermen's boats. The Philippines has only two frigates: refurbished US Coast Guard Cutters (the BRP Alcaraz and BRP Gregorio Del Pilar) to rely on. Gone are the days when the Philippines should worry about one sided agreements to the disadvantage of the Philippines. Millions of Filipino-Americans have the welfare of the Philippines in their heart. The Philippines said Friday it will buy $524.7-million worth of aircraft from South Korea and Canada as part of a military upgrade amid territorial disputes with superpower neighbor China. The contracts to be signed on March 28 will include the purchase of 12 FA-50 fighter jets from state-run Korea Aerospace Industries for 18.9 billion pesos ($417.95 million), Defence Undersecretary Fernando Manalo told reporters. State-owned Canadian Commercial Corp. will meanwhile be contracted to supply eight Bell 412 combat utility helicopters worth 4.8 billion pesos, with the first three helicopters expected to be delivered next year, he added. “This is significant because it will give our armed forces the minimum capability to demonstrate their ability to perform their responsibilities,” he added. The Philippines has embarked on a 75-billion-peso effort to upgrade its armed forces, particularly units tasked with patrolling disputed territory in the South China Sea. These units are dwarfed by those of neighboring ...

Glimpses Prepare for China: Part II By Jose Ma. Montelibano INQUIRER.net 12:18 am | Friday, March 14th, 2014 It may simply be a game for China. After all, who is the Philippines to fight back? Pushing us away from the sea, water-hosing our fishermen in Scarborough Shoal, blocking our supply ships at Second Thomas Shoal (Ayuningin Reef), China ups the ante in its bullying of the Philippines. And it seems that most Filipinos are not aware how close we are to war. It is not unusual for war to begin with a single shot. The American Civil War started with a single shot from a mortar. History also says that a Serbian assassin shot an Austrian Archduke Ferdinand and triggered World War I. It is not so much that shots were fired, but that they were fired when there was already tension between countries. And there is tension now. I cannot speak of what is happening inside China but I can definitely speak about our own country. If the tension is not yet palpable, it is only because the Philippine government has de ...
China to Aquino: We fought Hitler in WWII -- China's words speaks in contrary with how they act. Last year they occupied the Scarborough Shoal by force and by might. The shoal that is 165 miles off the coast of Luzon is within the 200 nautical miles Philippines EEZ. It should belong to the Philippines as per UN Convention on the Laws of the Sea in which China is a signatory. Based on the facts the President is right in comparing them to NAZI Germany's occupation of Sudentenland. They occupied what is legally ours by FORCE and tell us that we are the ones at fault. After the occupation they set-up there illegal 9-dash line map in the West Philippine Sea and Exclusive Air Defense Zone in the East China to make there claim legal. By international law what they did is totally illegal since it was not accepted by all member nations of the UN. This is NAZI type tactics of divide and conquer and sometimes the truth hurts. The world sees what they are doing and are not blind on what they are illegally imposing. I ...

The Chinese believe that they can achieve their objective of acquiring islands throughout the South and East China Seas without a fight. It worked against the Philippines. If they try the same strategy against Japan over the Senkaku Islands, they just may get a bloody surprise. On January 21, 2014, a 5,000 ton patrol boat began regular patrols from a newly established base on Woody Island. Included in its patrol area is Scarborough Shoal that was abandoned by the Philippine Navy on June 15 2012 to a superior Chinese naval force after a brief encounter.. KASI DUWAG SI PRES. PENOY Unlike the Paracels, the Chinese seizure of the shoal was accomplished through simple intimidation without a shot fired. The success of the strategy has prompted Beijing to look at the event as a model for future actions that have been labeled as "extended coercion."
How 900 Filipino Soldiers Fought 40T Chinese Troops And Won? Should armed confrontation happen (God forbid!) between the Philippines and China over the Spratly's, Scarborough Shoal and other disputed islands, it would not be the first time these two armed forces would face each other in combat. Exactly 61 years ago, from April 22-23, 1951, 900 Filipino soldiers of the 10th Battalion Combat Team (10th BCT) of the Philippine Expeditionary Force To Korea (PEFTOK) successfully defended and threw back the numerically superior elements of the Chinese People's Volunteer Army (CPVA)'s 44th Infantry Division and the North Korean People's Army (NKPA) numbering about 40,000 in non-stop fighting that drew widespread admiration --- even from the enemy. 10th BCT Soldier (source: this monumental victory and the noble heroism of our fathers who fought and gave up their lives to stop Korea from being overrun by communism isn't taught in schools or written extensively in our history books is still behooves me and personall ...

When China Threatens, Filipinos Go Shopping for U.S. Warships By Rich Smith January 17, 2014 Uh-oh. It seems that the Japanese (and Taiwanese and Koreans) aren't the only folks getting nervous about the Chinese military buildup in the Pacific Ocean. On Thursday, DefenseNews.com reported that over in the Philippines, continued incursions into territorial fishing waters have the local navy shopping for used U.S. warships to beef up its fleet. Over the past two years, the archipelagic nation has bought two refurbished American "frigates" for about $10 million apiece. Actually, the vessels, formerly named USCGC Hamilton and USCGC Dallas, and now BRP Gregorio del Pilar and BRP Ramon Alcaraz, respectively, were classified as Coast Guard cutters when in U.S. possession. Hope AFP is ready to defend our territories in the West Philippine Sea particularly the Kalayaan Islands & Scarborough Shoal from Red China.
Philippines to defy China fishing rule: defence chief Philippine fishermen should ignore a Chinese rule requiring foreign fishing vessels to secure permission to enter much of the South China Sea, Defence Secretary Voltaire Gazmin said Thursday. The rule was passed in November by China's southern island province of Hainan and took effect this year as tensions have escalated over overlapping claims to the waters between China, the Philippines, Vietnam and other nations. Gazmin, visiting a military camp in the northern Philippines, said the Hainan law did not apply to Philippine territorial waters, some of which overlap with those of China which claims most of the South China Sea. "We will not follow their rules in our own territory. Why do we need permission from another country that does not own our fishing grounds? These are ours," he told reporters. "We still have the capability to secure them (Filipino fishermen)," Gazmin said. The Philippines has been locked in an increasingly tense standoff with Chin ...

China Will Force Military Confrontation Over Disputed Islands By WC | 08/16/12 war with china “War is imminent with the United States, Vietnam and the Philippines,” Chinese President and leader of the communist Party -Hu Jintao 2011 China’s construction of a military garrison in the West Philippine Sea (1) (also South China Sea) is an indicator that China will force a military confrontation in the area. Possession of the islands would provide China with a much needed supply of petroleum. Warring over the islands, however, serves China in other ways as well. With a declining economy and increasing popular unrest, the communist party needs an external force upon which to focus. A war in the West Philippine Sea is the perfect focal point for the regime in Beijing. As the communists grip on control deteriorates, they will do whatever it takes to maintain power. By starting a war over ownership of the Paracel and Spratly Islands and/or Scarborough Shoal, the communists can deflect attention from their fa ...

Wanted: New PH warships, bigger number of troops MANILA - Amid new threats from China and internal sources of terrorism, the Armed Forces of the Philippines (AFP) is set to acquire more defense equipment, including two more navy ships from the United States. AFP chief of staff General Emmanuel Bautista recognized the “real threat out there in terms of securing and defending our territory” that there is a need to boost capabilities. Ideally, the Philippines would need six frigates for the purpose of securing the West Philippine Sea, he told ANC. “[And] we’re already acquiring and bidding for two more frigates. Hopefully, we will be able to acquire those in a couple of years,” said Bautista, who said this will be part of his legacy. He is retiring this July. At present, the country has two warships: the BRP Gregorio del Pilar that is stationed in Palawan and BRP Ramon Alcaraz, which is currently still helping in the relief efforts in the Yolanda-struck areas. He said he has made "maritime domain a ...
Although this is a good first step by the Philppines, it will serve the country better to have the US Navy back. Why not have the US Navy build a naval facility in the disputed Spratly Island as the lesser of the two evil compared to the greedy Chinese posturing in the region? Let's see if China will ever challenge the US of A's military might?! China with its nuclear capability will not dare use it. Why? Despite its intimidation and posturing, China can not afford to endanger its growing financial power and affluence to ruin everything it has worked for and attained in the last 30 years! The western world has opened China's door to the "good life" as part of their grand design to involve and engage China with a better alternative to Cultural Revolution and the communist ideology. China has toned down its rhetoric against Japan when the Japanese government asked the US to buy $240 billion worth of sophisticated military hardware to include the efficient drones. The Lunar Defense Obliteration Zone, according to newly appointed space minister Wu Houyi, “will protect China’s core interests and interplanetary sovereignty.” All foreign spacecraft, satellites, comets and space debris must notify China before passing through or into the zone. Due to orbital complications, the boundaries of the LDOZ will shift daily in accordance with the position of the moon relative to its sovereign power. U.S. jets challenge China over the airspace China wants to claim. Consumers of the world can do something to bring down Communist China's economy i.e. boycott all products made in Communist China. Imagine Communist China trying to own/claim lagoons, reefs, rocks, within the 200 nautical miles Economic Exclusive Zone of the Philippines specifically Panatag/Scarborough Shoal which is 124 miles from the shoreline of Western Zambales and more than 500 nautical miles from mainland China. They are so emphatic to claim the entire sea of Southeast Asia but it is against reason and logic because Southeast Asian countries have been in the area since the days of Confucius, the different dynasties of China, etc. etc. Communist China cannot own the sea of Southeast Asia.
Why Asia is arguing over its islands By Christian Le Mière, Special to CNN Editor’s note: Christian Le Mière is a research fellow for naval forces and maritime security at the International Institute for Strategic Studies. The views expressed are his own. It still amazes me how much media interest there currently is in the various maritime disputes of Asia. Five years ago, to find information on these then-obscure disagreements over tiny pieces of land required diligence and patience. Now, and in particular since the much-vaunted U.S. pivot to Asia, every week seems to bring new stories about these islands. It is therefore worth our taking a step back and asking how we got here. What have been the drivers for the maritime disputes over the past five years, do they share any similarities, and why, when these disputes have existed for decades, have they become so tense now? First, a reminder of the context. The islands in dispute are the Kurils (claimed by Japan and Russia); the Dokdo/Takeshima islands ...

A case of Soft Power Failure Although China has focused on soft power development in its relationship with most of the Global South, in China’s near-abroad, the relationship is defined by hard power. In the case of Japan (the Senkakus), the Philippines (the Scarborough Shoal and the Spratlys), Vietnam (the Spratlys and Mekong River watershed), India (Arunachal Pradesh), and elsewhere, China has used aggressive displays of military force, economic sanctions, and “forward” development such as building highways into disputed territories or establishing outposts at sea. Within ASEAN itself, China has utilized economic power to cultivate patron-client relations with Cambodia and (increasingly) Thailand, which has left ASEAN unable to reach a consensus on the best way to deal with the South China Sea disputes. The Pivot Starts Now: In the wake of Typhoon Haiyan, the United States has gained some ground at China's expense. BY PATRICK M. CRONIN | NOVEMBER 17, 2013 Typhoon Haiyan struck the Philippines on Nov. 8, killing thousands, affecting millions, and leaving hundreds of thousands of Filipinos desperate for help. A natural disaster of that magnitude requires a massive relief effort, and the United States took the lead: dispatching the aircraft carrier USS George Washington, distributing food and water, and maneuvering rescuers and supplies to remote areas. The U.S. Agency for International Development (USAID) pledged more than $22 million in assistance. U.S. allies soon followed. Japan offered $30 million in emergency relief, along with roughly 1,000 soldiers to help deliver the aid, on top of ongoing assistance programs, such as $20 million through the Asian Development Bank. Australia pledged $10 million, South Korea $5 million, and when Britain's carrier the HMS Illustrious arrives on Nov. 24, it will begin ...
NEWS UPDATES China Increases Typhoon Aid to Philippines 18 NOVEMBER 2013 China is increasing the amount of its relief aid to the typhoon-hit Philippines, days after it offered an initial donation much smaller than that of other global powers. Foreign ministry spokesman Qin Gang said Thursday that Beijing would send $1.6 million in additional aid to the Philippines. "Several days ago we also decided to send 10 million RMB ($1.64 million) worth of humanitarian aid, including tents and blankets, to the Philippine people in the disaster zone. These include thousands of tents and hundreds of thousands of blankets," she said. Earlier this week, the Beijing government, along with the Chinese Red Cross, pledged $200,000 in aid to the Philippines, which is struggling to deal with the aftermath of one of its worst natural disasters in decades. NOAA/NASA captured these satellite images that show light emissions before and after Typhoon Haiyan devastated the region. That figure was significantly less than the aid off ...

International: CEBU, Philippines: The American aircraft carrier George Washington has arrived, its 5,000 sailors and 80 aircraft already busy ferrying relief supplies to storm-battered survivors, and the United States has committed an initial $20 million in humanitarian assistance. Japan is dispatching a naval force of 1,000 troops, in what officials say is that country's largest ever disaster-relief deployment. Also on the way: the Illustrious, a British aircraft carrier stocked with transport planes, medical experts and $32 million worth of aid. The outpouring of foreign assistance for the hundreds of thousands left homeless and hungry by Typhoon Haiyan is shaping up to be a monumental show of international largess — and a not-so-subtle dose of one-upmanship directed at the region's fastest-rising power, China. China, which has its own newly commissioned aircraft carrier and ambitions of displacing the United States, the dominant naval power in the Pacific, has been notably penurious. Beijing increase ...

If the Philippines decides to wage war against the tiny nation of Taiwan say the scenario is China Sea on open waters with all the high tech modern weaponry that they have plus Taiwan's Submarine capability to attack the Philippines flotilla of slow aging fleet most are from World II the Korean War and Vietnam War it would be madness, although its people have the bravado to fight any war it would be suicide to face against Taiwan which has F16 and F15 Jets Missile Cruisers and Destroyers a fleet of Diesel Powered Submarines which have modern silent engines Apache Attack helicopters, AWACS Medium Range Surface to Land or Air Missile very capable of reaching any area in the Philippines. The point of this written rhetoric is instead of letting or allowing covertly the money this country have to go to corrupt government officials. spend the money to modernized it's defense capabilities.I am despondent on the mediocre status of its Navy which doesnt have the capability to patrol its ocean boundaries. Imagine th ...
...China wants Scarborough shoal off Philippines (now that they hv econ bullying power)
we will use China's donations to protect the Scarborough Shoal. Charot! :)
I read in some blogs that in the end of days, the Philippines will be the richest country because of it's oil deposits and Hydrogen deposits. Both can be use for cooking, fuelling cars and converted to electricity. No wonder China is developing a military Facility near Scarborough Shoal. Surely, they did not put those facilities there for their security hence their country is thousand miles away and DEFINITELY the Philippines is NOT CRAZY ENOUGH to wage war against China. China may not have known this but the oil deposits are just the tip of the iceberg.
MANILA – Apparently Sen. Antonio Trillanes III has trained his guns on Sen. Enrile by default since last year. The two senators, who are sworn enemies in the senate, figured prominently in previous confrontations on various issues including the Scarborough Shoals standoff, the MOOE controversy and the MWSS contract legalities, with one even resulting to Trillanes’ walkout from the senate plenary. Sen. Trillanes (Photo: wn.com) This time, Sen. Trillanes is again on the attack mode against the elderly senator regarding the latter’s alleged involvement in the pork barrel scam. He said that although Enrile managed to survive several controversial cases in the past almost unscathed, the PDAF scam for which he is facing a plunder case before the Ombudsman, may finally pin down the former Senate President. In an ANC interview, Trillanes expressed confidence that fate and law may finally catch up with the embattled senator from Cagayan and that should be a cause for public celebration; “We are supposed to ...

Breaking News: China will be sending aircraft carrier, battle ships, naval boats .. - - - - to Ayungin and Scarborough Shoal
what the f* China should take more territory from Phl – Chinese general That’s the so-called cabbage strategy that China is employing to stake its maritime territorial claims, and a ranking Chinese military officer says his country should take more disputed territory from the Philippines, The New York Times Magazine has reported. Quoting Maj. Gen. Zhang Zhaozhong of the Chinese People’s Liberation Army, the Sunday magazine cover article said China began taking measures “to seal and control” areas around Panatag or Scarborough Shoal, which the Chinese call the Huangyan Islands, following a standoff with the Philippines last year. The magazine article, quoting Zhang, reported that the cabbage strategy involved “surrounding a contested area with so many boats – fishermen, fishing administration ships, marine surveillance ships, navy warships.” The island “is thus wrapped layer by layer like a cabbage,” Zhang reportedly said in a television interview given in May. In the story entitled “ ...
It's so hilarious that most Pinoys like porma( latest gadgets, designer everything) yet in times of calamity, we only have 1 or 2 c 130 planes from world war 2 and an ancient ship in the scarborough shoal since world war 2. Isn't that ironic??? When calamity strikes, can your designer duds save you from a storm surge or wind speed of 200MPH? That really shows what our priorities are...tsk tsk tsk...sad but true.
did you read the fantastic NYT feature on the Scarborough Shoal standoff a couple weeks ago? I'm sure you did

Just wondering if Yolanda blew the Chinese vessels in Scarborough shoal?
You may be disappointed on the territorial dispute at the West Philippine Sea or Scarborough Shoal… here is the good news. The United Nation approves the Philippine territorial claim to Benham Rise. Read the article below - This article was first published on DENR website by Dr. Jay L. Batongbaca and Efren P. Carandang The Commission on the Limits of the Continental Shelf (CLCS)’s recognition of Philippine jurisdiction over the Benham Rise Region is the Philippines’ first successful validation of a claim in accord with the 1982 Law of the Sea Convention. It is the first major expansion of the Philippines’ maritime boundaries since the late 1970s when it declared its EEZ (Exclusive Economic Zone). This happy outcome is a tribute to a quiet and diligent work and collaboration by a team of public servants, scientists and legal experts who pursued the claim for over a decade. The Benham Rise The story of the Philippine claim to Benham Rise began with a workshop in 2001 to assist the DFA and the DENR ...

Dear Typhoon Haiyan aka Yolanda, I hope you enjoy destroying my country but please just spare the lives of my fellowmen. I offer to thee the lives of non-Filipino scavengers inhabiting within the Philippine's 200 nautical mile EEZ like Scarborough Shoal. Kindly have them instead of the Filipino people like my friend Patrick requests too. Thank you.
Dear Typhoon Yolanda, can you jump, skip and hop over the Philippines and go immediately instead to Scarborough shoal where those Chinese bullies are taking over our territory?
Some quick notes from 154th Bergedorf roundtable in Jakarta by (A conference report will be posted participant on 's 6 most important military developments: General views were that US-China cooperation & exchange all process and little product.” Raw emotions 'on display' - as in slightly stagey - between Japanese & Chinese speakers over East China Sea "didn't help the Philippines at Scarborough Shoal. Would it help at Focus on human security is a distraction. Hard security challenges created Europe's security architecture. Europe's role in Asia: trade plus the "3Ds" (diplomacy, defense & development). Given her limited resources and the huge problems her southern neighbourhood, Europe's role in Asia will remain limited. "Asian states show strong interest in building better relations w/ EU hardly mentioned."
There is a Bully in Our Backyard Cornelio A. Estillore President Benigno S. Aquino signed Republic Act 10627 or the Anti-Bullying Act of 2013 last September 12. However it is not the kind of law which the Philippines is needed to the address bullying it experienced in the international scene. It is the bullying in the school against students. We are discussing here the biggest threat of the Philippines as an independent nation and the test to its sovereignty - the ongoing bullying of Peoples Republic of China (PRC). ‘No man is an island’ – famous quote of John Donne, an English lawyer and metaphysical poets. The meaning of the quote is that man is a social being that cannot exist without his fellows. No one is self-sufficient and everyone relies on the other for successful survival. Thus, States adapts this principle for indeed in order to compete and survive in these fast changing needs of its society they must cooperate and open its doors to the world. The expansion of the scope of international l ...
Dispute over the scarborough shoal and the spratlys islands, HKG still trying to escalate the tension with the Philippines over a past and resolved case which would somehow affect not only our fellow citizens abroad but the whole Philippine state, Napoles case and corruption in the government system, Encountering calamities such as typhoons and earthquakes especially in the Visayas region, and civil armed conflicts in mindanao. I believe it is time to stop criticizing our President and start lending him a hand. It may sound cliche and idealistic but believe it or not, that is the right WAY. Being the Head of a State is never an easy task nor carrying that kind of weight is light. Apparently, he really can never do it without the people. The people are indeed the power. Thus we also have the obligation and the power to change our beloved country for the good. We, the people of the Republic of the Philippines, also have a responsibility. Stop complaining and whining. Let us make integrity the priority in .. ...
The Philippines should not apologize for the Hostage Crisis. We should not be dictated by a bully nation like China. China stood firm regarding the Panatag / Scarborough Shoal row. Support our government!
Is it not China that maintains an empire? Together, Tibet and East Turkestan (or Xinjiang), under Han occupation, make up one-third of “Chinese” territory. It is China that invaded India in 1962, Vietnam in 1979, and recently grabbed Kazakh land and Scarborough Shoal. It is China that has territorial disputes with almost everyone of its neighbors. The rest of Asia, except for the Chinese and Koreans, now want an assertive Japan, not a Japan that submits to every Chinese demand in the name of “peace.” We have no interest in Chinese emotional appeals to a war finished nearly 70 years ago. They are not a good reason to continue keeping Japan defenseless - Shatruntapa patel
South China Sea, news brief Malaysia to create marine corps and set up naval base near James Shoal. Defense Minister Hishammuddin Hussein announced on October 10 that the Royal Malaysian Navy is creating a marine corps for the first time and establishing a new naval base for it on the South China Sea. The marine force will conduct amphibious operations and is considered essential for security in the state of Sabah, according to Hishammuddin. The new naval base will be located in the coastal town of Bintulu, about 60 miles from James Shoal, south of the Spratly Islands. James Shoal was the site of a large-scale Chinese landing exercise in May. Military investigation claims U.S. Navy placed concrete blocks on Scarborough Shoal. Philippine military officials said on October 25 that the U.S. Navy might have placed concrete blocks at the disputed Scarborough Shoal decades ago. South China Sea, ASEAN, China, Philippines and Vietnam China, ASEAN officials discuss code of conduct. Officials from China and the 10 ASEAN countries discussed a potential binding code of conduct in the South China Sea during a meeting in Suzhou, China, on September 14–15. China’s vice foreign minister, Liu Zhenmin, said the officials agreed to pursue a code of conduct using a “gradual approach based on consensus.” The outcome was seen by many observers as a means to stall completion of a binding agreement. The officials were meeting to discuss implementation of the nonbinding 2002 Declaration on the Conduct of Parties in the South China Sea. Philippines accuses China of construction at Scarborough Shoal. Philippine defense secretary Voltaire Gazmin on September 3 accused China of preparing to build structures at Scarborough Shoal, which Chinese vessels seized in 2012. So much fakery in China. Fake food, fake goods, fake claims, fake offers, fake relations, fake promises, fake agreements, fake respectability. Fake as in counterfeit, sham, fraud, hoax, phoney, piracy, rip-off, dupe. China, the South China Sea is not yours. Your claim is fake, bogus, phoney. The Philippines' EEZ is not yours. Our waters, seabeds, islands, reefs and shoals recognized by UNCLOS are not yours. Get out of Mischief Reef. Get out of Scarborough Shoal. Stop threatening Ayungin Shoal. Stop exploring around Reed Bank. You may be blinded by your own propaganda but the world is gradually learning that you are just a squatter, a pirate and a violator of international law. It will take a long time before you regain the region's trust.

ANOTHER CHINESE PROPAGANDA.PICTURE TAKEN FROM OTHER ISLAND OR HAVE BEEN PHOTOSHOP AND CLAIMED IT WAS THE REAL Panatag Shoal WITH ROCKS INSTEAD AND NO BLOCKS.WHAT A CRAP !!! Scarborough Shoal ‘concrete’ looks just like rocks Saturday, 14 September, 2013, 4:55am Recent pictures of the disputed Scarborough Shoal. Photo: SCMP A Philippine minister said they were concrete blocks and a "prelude to construction", but photos taken recently at the disputed Scarborough Shoal show only natural rocks and coral jutting above the surface. The photos, obtained by the South China Morning Post, appear to show rocks emerging at low tide at the same spot where Manila has claimed Chinese vessels were placing concrete structures. The photos from the Philippines and Chinese sources could not be independently verified. A fresh diplomatic quarrel between Manila and Beijing was triggered last week after the Philippine Department of Defence released air surveillance pictures showing a number of objects protruding from the wate ...
