Privilege Speech of Councilor Mohammad Ali “Bruce” Matabalao 25th Regular Session, December 17, 2013 14th Sangguniang Panlungsod, Cotabato City I heard from a very reliable source that the corporatization of government hospitals including the Cotabato Regional and Medical Center is already progressing. Call it corporatization, call it privatization, call it semi-privatization – NO amount of justification or explanation is acceptable especially to the poorest of the poor among our people. Mr. Chairman and my esteemed colleagues, last year, this so-called corporatization of government hospitals was a hot topic in all forms of media and among our people. Several NGOs, religious organizations, government hospital workers, a number of lawmakers and majority of the Filipino people including this representation find House Bill 6069 authored by Congressman Anthony Rolez Golez, Jr.and Senate Bill 3130 of Senator Franklin Drilon ANTI-POOR. Article 11 Section 15 of the Philippine Constitution clearly states th ...
JUDGEMENT DAY! December 18, 2013 - candidates for the Liga ng mga Barangay sa Pilipinas. This day will mark the beginning of a new history for the LnB nationwide as the 42,000 strong barangays elect their representatives to the different sangguniang panlungsod and Sangguniang Panlalawigan of the highly urbanized cities and provinces respectively. HOPE and EXPECTATIONS are high as the barangay captains of the City of Baguio are looking forward to their next representative to the Sangguniang Panlungsod for CY 2013-2016. All I can say is listen to your heart my dearest PBs, it will lead you to the right one. This is the candidates' Forum that most Punong Barangays opted to miss, I was expecting the new PBs to be there but they stayed away for whatever purpose, only they know it. I thought a new breed of Punong Barangays would mean infusion of new ideas, better attitude and perceptions on their role in the Liga and as leaders of their communities... and models of good acts... am I wrong? You could have list . ...

COMMENTARY: By Gerry T. Pagharion Waste segregation: Big challenge faced by LGUs Perhaps one of the bigger challenges being faced by local government units is how to rally their constituents into practicing waste segregation, which is one of the main features of their Solid Waste Management Program. While a number of LGUs, notably Sipalay City in the Province of *** Occidental, has been found to be successful in implementing various solid waste management projects, not so in the case of other cities, especially such big cities of Cebu, Iloilo, Bacolod and, yes, Roxas. Roxas City under Mayor Angel Alan B. Celino is dead serious in implementing the Solid Waste Management Act, which requires LGUs to implement solid waste management projects in their areas of jurisdiction to protect the environment and the health of their citizenry. In fact, the administration of Mayor Celino is soon coming up with its P60-million sanitary landfill in Barangay San Jose, Roxas City. The landfill is expected to have a life ...
CPBO IS USELESS THE Comprehensive Perimeter Boundary Ordinance (CPBO), although signed into law by Mayor Jed Patrick Mabilog, has become a useless exercise of time, money and effort. It is a good piece of legislation passed by the Sangguniang Panlungsod; it would solve the traffic congestion problem caused by the heavy influx of provincial buses and jeepneys. However, the mayor does not intend to implement it right away. According to Mayor Jed, construction of infrastructures is going on, and the installation of traffic lights is forthcoming. “The CPBO won’t work as expected with all the mess being created by ongoing works,” he said. All these project works and installations might be finished next year yet. Councilor Plaridel Nava, chairman of the City Council’s transportation committee who has been working hard to put sanity on the streets, could not realize his beautiful dream to solve the city’s nagging traffic problem without this ordinance. Sayang!
Gonna sleep early tonight. Wanna be early at the Sangguniang Panlungsod tomorrow.
“Bayanihan spirit” still alive among modern day “Samaritans” By Michael Vincent D. Cajulao ZAMBOANGA CITY – Perhaps the most famous story about helping others is the story of The Good Samaritan found in the Holy Bible. Bible accounts tell us that Samaritans were detested by the Jews being products of Jewish and gentile union, calling them “unclean.” In the story, a Jew was waylaid on his way to his business, leaving him half dead. A Jew saw the man but did not help him. Another Jew saw and passed the man as if he saw nothing. Unexpectedly, a Samaritan saw the dying man and immediately brought him to his house to cure and feed him. The moral of the story is that help comes in all forms, oftentimes, unexpected. In this present time, good Samaritans still abound, waiting for opportunities to extend help without expecting anything in return, except for the joy of helping others in their most simple ways. City under siege The city has been under crisis for the last eight days as firefight between ...
Due to the negative connotation of the word "rogue", I am changing it to "armed rebel group" in the resolution I sponsored at the 14th Sangguniang Panlungsod of Cotabato City. I have already called the Secretary to the SP to make the necessary changes. I would like to thank my friends in the social media for calling my attention to it. I would just like to maintain that I made no mention of MNLF or any other group in my desire to be as fair as possible. I have the sincerest of intention in passing the Resolution with fervent hopes and prayer that the crisis in Zamboanga will soon be over. God bless Mindanao.
Ongoing Press Conference at Sangguniang Panlungsod. - re: Zambo Crisis and recently abduction of Zamboanga City Police Director.
A RESOLUTION CALLING FOR PEACE IN ZAMBOANGA CITY AND APPEALING TO BOTH THE GOVERNMENT AND THE ROGUE ARMED GROUP TO END HOSTILITIES AND TALK PEACEFULLY TO RESOLVE THE CRISIS. Unanimously approved on September 17, 2013. In today's regular session of the 14th Sangguniang Panlungsod, I stood up and sponsored the abovementioned resolution as my way of giving my share in efforts to restore peace in Zamboanga City. I would like to thank all the SP members for unanimously supporting my motion. Before my motion, I said the following: I firmly believe that there is NO justification to war. Nobody wins it, somebody may lose less and spin it as a victory but the truth is everybody loses in a war. Both the military and the rogue armed group have suffered casualties – but the most devastating damage and suffering are on the civilians. As I was gathering news and data about the ongoing encounters in Zamboanga City, my heart was broken upon learning that an innocent 2-year old boy was killed in the crossfire. Another 3 ...

GENERAL SANTOS CITY - Vice Mayor Shirlyn Banas-Nograles was again nominated and voted for the second time as Region 12 Chairman of the Vice Mayors League of the Philippines. In the election day for new officers set on a Friday the 13th at the Sangguniang Panlungsod Bldg., she won unopposed for the critical position. This is quite a considerable task for the chairmanship since Vice Mayors from the region already numbers 54. Among the top priority programs of VMLP Region 12 are the Codification of Resolutions and Ordinances, Website Development to all LGUs, Seminars and Training on the Parliamentary Procedures and Quasi-judicial functions of the SP, the establishment of members health card package and the amendments to the constitution and by-laws of the League. A friend of mine Mr. Jerry Kadil of Arena Blanco is seeking help for evacuees and residents in their barangay who need food support. The situation on the road from Arena to town is not passable since 3 days ago. Jeepneys and tricycles have also stopped operating in this area. Because of this, around 400 indigent and innocent civilians to include evacuees from Talon-Talon need help. They need rice and canned goods badly. Depending on what I'll be able to gather, priority will be the children. This has been already agreed upon among the parents that the children will come first. Jerry said he is willing to risk travelling just to feed the desperate residents in the area. I am calling on all friends to look at this situation with an open mind. Please help them. You can send your rice donation and canned goods to my office at the 3rd floor of Sangguniang Panlungsod building. Please make it known that your donation is specifically for the Arena Blanco Relief Operation. I promise to post photos of your donation ...

Iloilo City Brief History A. Origin of Name The name “Iloilo City” was derived from “irong-irong”, a reference to the native word “irong” which means “nose”. The name took after the nose-like configuration of the main settlement area during the pre-Spanish period as so shaped by the Iloilo River. Chinese traders who frequent the area and who mispronounce the “r” sounds with “l” sounds, soon popularized the term “irong-irong” which later evolved into the current name Iloilo Arial 9.5 The name is said to have also evolved from a local fish of the same name which was indigenous to the place and which was a staple in the early inhabitants’ daily meals. Iloilo City was also referred to as the “Most Loyal and Noble City” or “La Muy Leal Y Noble Ciuded de Iloilo” in Spanish. This is an inscription in the Coat of Arms from the Royal Decree of 1896 in recognition of the local people’s loyalty to the Spanish crown. B. Iloilo City was literally flung toward a “state of calamity” on Wednesday afternoon after an administration-dominated Sangguniang Panlungsod railroaded a resolution he had pushed to make a declaration even though there is no disaster in the strict sense of the word. By a vote of 11 in favor, one negative and two abstentions, the city council rushed approval of the measure that would enable City Mayor Jed Patrick E. Mabilog to dip his fingers into the 5% calamity fund of the city government. His justification was that he needed millions and millions of pesos to deliver potable water to thousands of households who don’t have access to the services of Metro Iloilo Water District (MIWD). It was the railroad express that Mabilog had perfected to ram through controversial measures through the council that went to work on this one. Apparently, Mabilog was worried that his timetable had been upset by the unexpected objection of his own ally, Councilor Plaridel Nava, in last week’s regular session. Nava su ...
