Sandiganbayan recalls Locsin suspension by: Montesa Griño Caoyonan The Sandiganbayan 1st Division has recalled the 90-day preventive suspension of Janiuay Mayor Frankie Locsin over P 15-million graft case after the court considered his filed manifestation with motion for reconsideration while suspension of four other accused continues. The recall order is dated February 13 – almost 10 days after the suspension order was implemented through the Department of Interior and Local Government 6 (DILG-6) last February 3. The court ruled out that at the time the aforesaid resolution containing Locsin’s suspension was issued, there was already a motion for extension filed by the accused before the Honorable Supreme Court, for filing of a petition questioning his suspension. Defensor had been authorized by the Sangguniang Panlalawigan (SP) to file an appropriate pleading for and in behalf of the province on this case in a resolution. Earlier, Cebu Gov. Hilario Davide III said the Province will be forced to file a third-party complaint against Gwen if the contractors will sue the Capitol for not paying them. All municipalities and barangays in Basilan must buy a lot for the establishment of the government center where municipal or barangay hall and other government offices can be constructed. So much funds had been wasted in the past because a new mayor or barangay chairman construct the municipal or barangay hall in their front yard or their land. When the local executive is no longer in power or defeated, the new local executive can not use the office, so he must construct new office building again, instead of contructing another building for another office. The Sangguniang Panlalawigan of Basilan must pass an ordinance mandating all local executives to buy land for a government center.

Intensify anti-drug campaign, Sevillena says Board Member Nestor Sevillena requested the Nueva Vizcaya Provincial Police office (NVPPO) to intensify the campaign on drug trade in the province during the Provincial Peace and Order Council (PPOC) held last February 13 at the function room Capitol main building. The grant of amelioration allowance this Christmas was approved by the prov'l gov't during the Sangguniang Panlalawigan regular Session yesterday in Lingayen town. The resolution seek to help the said workes shoulder their expenses for the holiday season. Board Member Alfoso Bince, Jr. cited that the grant is in line with the provl ordinance no. 136-2008 of the SP specifyimg the annual allocation of financial grant to said workers.

The board allocated P45 million of the P68.6 million Supplemental Budget No. 5 of the Economic Enterprise for the PEI. Governor introduces reforms at NVPH Governor Ruth Padilla called for a special meeting with the nurses and doctors of Nueva Vizcaya Provincial Hospital (NVPH) to discuss reforms for the Provincial Government in terms of the physical structure and health enhancement program. “It may not be the best solution, but at least we have a solution” said Governor Padilla during a round table discussion with the doctors of the hospital. Problems in the procurement of medicines were raised but Governor Padilla suggested ways and means to address the problem. In an earlier report, Governor Padilla also changed the Bids and Awards Committee (BAC) structure in which three classified BAC were formed for goods, infrastructure and health services respectively. Therefore, a centralized committee is created to fast track the processing and procurement of medicines. The silence of the place is eerie, and visitors can only guess how it was as a beehive of activity for a decade or so. The fact, however, is that it has not processed a single tomato since it was built in 1999. Residents derisively call it the province’s version of the Bataan Nuclear Power Plant. The unused tomato processing plant, constructed to the tune of P332 million, is one of the poorly thought-out projects financed by government funds that were supposed to improve the economic condition of tobacco farmers. Cadiao said that a total of 22,836 evacuees went to the evacuation centers during the early and preemptive force evacuation imposed by the Provincial Disaster Risk Reduction and Management Council (PDRRMC) and the respective Municipal DRRMC. Mining moratorium Antipolo City, Rizal — The Sangguniang Panlalawigan (SP) here has issued a moratorium on the issuance of permits for mining in the province. At the same time, the Rizal Capitol urged the Department of Environment and Natural Resources (DENR) to freeze large-scale mining and quarrying operations in the area. Under Resolution No. 223, the SP recognized that existing quarry operations in the province are “deemed sufficient in number,” hence additional quarry activities could cause further “siltation in waterways, flooding and surface run-off and soil erosion that would impair our health, safety and economy”. “We will not allow na kumikita sila, tapos may mapipinsala pala,” said Rizal Governor Rebecca Ynares. Rhodora Cadiao urged the national government to step up its relief efforts in northern Antique. “Yolanda” crossed northern Antique around 2 p.m. of November 8. The towns of Tibiao, Laua-an, Bugasong, Culasi, Sebaste, Pandan and Caluya suffered from extreme winds until 9 p.m. The elderly were astonished by the typhoons’ ferocity. “Never in their life have they experienced such a typhoon as this,” Cadiao said. In addition to my first report: There was an attempt from one of the six (6) cohorts to nominate and make ANGELINA SIMACIO to be a chairperson of one of the standing committee, and probably in the many standing committees in the Sanguniang Bayan. However, this representation objected the nomination because under the law, a Vice Mayor is not a REGULAR MEMBER of the Sanguniang Bayan which makes him/her ineligible to be chairman or vice chairman or even a member of any standing committees. The objection is inline with existing DILG Guidelines that only REGULAR MEMBERS of the Sanguniang Bayan (SB) or the elected councilors can be elected to any of the standing committees. Even for Tinoc II, the result is inevitable – consent granted. It is because the NCIP did not only function to facilitate the FPIC process, it facilitated the process to favor Santa Clara Power Corporation. Was NCIP under the payroll of Santa Clara? Nobody knows! What is clear is that the NCIP veered away from its mandate to promote the well-being of IPs, the Tinoc people in particular.
