Chikungunya is an illness caused by a virus that spreads through mosquito bites. It was initially confined to Africa and Asia, but is now moving rapidly through the Caribbean and into North America. The name is derived from an East African word for "that which bends," a reference to the posture adopted by infected people who are stooped over from intense joint pain. For those of you traveling to the Caribbean this summer, the World Health Organization (WHO) reports local transmission. Local transmission means that mosquitoes in the area have been infected with chikungunya and are spreading it to humans. This is the first time that local transmission of chikungunya has been reported in the Americas. As of June17th, the following Caribbean countries have reported cases of chikungunya: Anguilla, Antigua, British Virgin Islands, Dominica, Dominican Republic, French Guiana, Guadeloupe, Guyana, Haiti, Martinique, Puerto Rico, Saint Barthelemy, Saint Kitts, Saint Lucia, Saint Martin, Saint Vincent and the G ...

One year ago today. I received my acceptance letter to study at the Legon Center for International Affairs and Diplomacy at the University of Ghana. I was excited yet apprehensive. Suddenly I was confronted with a CHANGE. I would have to end my tour of Duty in Cuba within three weeks, head to Saint Lucia for three weeks and then depart for Ghana. So much was happening at once, separating my family and so much to do in so little time. I did it. Today, one year later, I took my final exam. And history will repeat itself. I will have less than 2 months to tidy up and finish the dissertation, pack up all that I have acquired and prepare to cross the waters again... A difficult time indeed but a time I look forward to. Tough decisions ahead indeed but decisions I must make non the less. But through it all HE HAS NEVER FAILED ME YET... GREAT IS HIS FAITHFULNESS UNTO ME... And unto him I give all the GLORY AND HONOUR.It is not FINISHED until it is over... and I am not Finished until he says I AM DONE. In the mea ...
CHAPTER 8 Making a living in Castries Our stay in Saint Lucia was an unforgettable episode in our lives. Practically every day spent there was crammed full with wonderful experiences. The Sunday after our arrival we made an excursion to Morne Fortuné. The climb up this steep mountain on the limits of the city was well worth the effort. At the very top there was a billboard which said more or less the following: “From this belvedere is revealed one of the most magnificent views in the West Indies. The most beautiful pages in the history of the battles fought for supremacy in the Antilles took place here. “The Kodak Company suggests that you record the beauty of this landscape forever with a Kodakcolor photo”. The view was truly splendid. Ahead, near the horizon, was the imposing island of Martinique with the menacing Mont Pelée. Nearer by could be seen Pigeon Island and all the lovely beaches of the northwest shores of Saint Lucia, and below us, the Bay of Castries. To the South the two cones of th ...

FDIs Hit 5-Year High for Jamaica JAMAICA OBSERVER Published: Friday, May 30, 2014 By: Julian Richardson, Assistant Business Co-ordinator FDIs Hit 5-Year High for Jamaica FOREIGN direct investments (FDI) into Jamaica hit a five-year high of US$567 million in 2013, as investments into the country continue to recover from the late 2000s global economic meltdown. According to data released by the Economic Commission for Latin America and the Caribbean (ECLAC) yesterday, Jamaica primarily benefited last year from Chinese and tourism-related projects. "China Harbour Engineering announced a US$1.4 billion project to build a new port on Goat Island, to tap the opportunity afforded by the expansion in the Panama Canal," ECLAC said of Jamaica. "Sagicor of Barbados acquired and upgraded the Jewel Paradise Cove Resort and Spa, while Playa Hotels & Resorts (United States) purchased the former Ritz-Carlton in Rose Hall to refurbish, and Blue Diamond of Canada purchased Breezes Negril for an unknown sum," the report con ...

WHY OPPOSE EMPLOYMENT INITIATIVES? Jadia Jn. Pierre-Emmanuel Press Secretary to the Prime Minister Does the United Workers Party really want a progressive nation? Do they want our children to be educated? Do they want our people to be employed? Do they want our young people to be trained for future opportunities? All these questions may seem rhetorical to some, but the recent vacillation of the UWP has left me wondering whether there is any interest in the well-being of this country. On one hand the UWP keeps reminding the country of the unemployment rate, which by the way, the Prime Minister has repeatedly said, is too high. Yet, on the other, they oppose every single employment initiative that has been brought to the public. STEP The Government of Saint Lucia has repeatedly said, STEP is not the answer to our unemployment problems. There must be opportunities beyond the provision of cyclical employment if we are to tackle this problem. However, the importance of a programme which serves as a means of su ...

“VOLLEYBALL 1,000 PLUS” Fundraising Project Seeks To Raise EC$20,000 For Youth Development Programmes By Lawrence S. James THE Saint Lucia Volleyball Association (SLVA) have come up with an innovative and unique strategy aimed at raising funds for the organization. And it does not involve going to corporate sponsors, nor the holding of the common type barbeques or cake sales. Developing on the idea of a parent, “Volleyball 1,000 Plus”, as the initiative is branded, is targeting the family members, friends and fans of the players and, by extension, the sport. At the official launching of the plan, in the Conference Room of the Chamber of Commerce, on Wednesday, President of the SLVA Brian Louisy noted that despite the hard economic times and a decline in the quantum of sponsorship over the years his organization was “extremely fortunate” to attract sponsorship. He however concurred that private sector sponsorship was not the only avenue. “We feel that there is a strong role to be played by th ...

By George E C ENYOAZU On May 30th 1967, the former Biafran Head of State, General Chukwuemeka Odumegwu-Ojukwu, acted on Biafran people’s mandate to declare the independent Republic of Biafra. It was followed by Nigeria’s aggressive declaration of war against Biafra in what later became known as the Biafran War. There was an international conspiracy to blockade Biafra on land, sea and air. Cameroon, our next door neighbour helped Nigeria to seal off Biafra’s sea corridor, as well as the Ekoi, Ijaw and Ogoni dining with the devil. While Britain, Soviet Union and Arab countries supplied Nigeria latest ammunitions, fighter planes MiG17, Ilyushin Il-28 bombers and experienced pilots to reduce Biafra to debris and permanently halt the movement of every living thing. They bombed us in public places – markets, schools, churches, hospitals, wherever people congregated, and private homes. In the Caribbean region, countries like St Kitts and Nevis and Dominica are tapping into new investment and revenue streams through economic citizenship. Economic citizenship refers to situations where countries offer citizenship in exchange for substantial investment. Countries the world over are now openly coming forward with proposals of citizenship by investment programs to attract business investors worldwide. Citizenship in St Kitts as part of the economic citizenship program requires a real estate investment of $400,000 (only villas and condominiums qualify) and a registration fee of $50,000. In Antigua and Barbuda a $400,000 real estate investment will get an investor citizenship. Then there is Dominica, where an investor needs a non-refundable investment of $100,000, in addition to $1,800 in fees. Is economic citizenship a route that Saint Lucia is likely to take? External Affairs Minister Alva Baptiste says the matter requires some consideration. He’s not ruling out the possibility. In 2013 Ma ...

Statement by Marcus Day on behalf of the Government of St. Lucia. Vienna, High-level Review/57Th Commission on Narcotic Drugs, 14 March 2014 Our compliments to the Chair, and we acknowledge the protocols already established. Saint Lucia fully aligns itself with the GRULAC statement as presented eariler. The small island developing state of Saint Lucia is pleased to address the 57th CND. It has been 20 years since the 1st Conference on Small Island Developing States, or SIDS, was held in Barbados. As you may be aware, this is the year of Small Island Developing States, and in September, the 3rd International SIDS Conference will take place in Samoa. In 1994, the unique challenges facing Small Island Developing States (SIDS) within the context of sustainable development were formally recognized by the international community for the first time. Saint Lucia, along with our Caribbean neighbours and small island developing states across the globe, share a number of commonalities despite the diversities of et . ...

We are now adding to our page a weekly commentary on St. Lucian affairs, called “The Orange Banner”. This first commentary is on St. Lucia’s management of its foreign policy in its thirty five years of independence. THE ORANGE BANNER (Orange is a blend of red and yellow, uniting them in a vibrant new colour) Independence and St. Lucia’s Foreign Policy Lessons By Earl Stephen Huntley When the flag of Saint Lucia was raised for the first time as an independent nation on 22nd February 1979, what essentially changed for this small island state was that it was given full control of its external affairs and defence. Saint Lucia had in fact become totally responsible for its internal affairs in 1968, when it became an Associated State of Great Britain. Now, from the 22nd February 1979, the power to decide on how it would deal with its external relations was going to be in the hands of the Government in Castries and not with the Foreign Office mandarins in London. Thirty five years later how has St. Lucia ...

FOR IMMEDIATE RELEASE LEADER OF THE OPPOSITION CONGRATULATES CHEF NINA COMPTON-MILLAR CASTRIES, Saint Lucia - Thursday, 06 February 2014 - The Leader of the Opposition, Dr. Gale Rigobert, together with the United Workers Party (UWP) extend warmest congratulations to Nina Compton-Millar on her latest accomplishment. Her phenomenal performance and true representation of her island home, Saint Lucia, on America’s popular reality TV show, “Top Chef” deserves nothing short of national recognition – and perhaps, even bestowing her with the title, “Ambassador of Culinary Arts.” Although she did not emerge as Bravo’s Top Chef, she did, however, win the hearts of millions, not only in the United States and the Caribbean, but around the world. Nina, one of the talented daughters of the founder of the United Workers Party, Sir John Compton, has made Saint Lucia proud at a time when the island is getting ready to celebrate the legacy and achievements of her father at the upcoming 35th anniversary of Ind ...
SLP MANIFESTO PAGE FIVE (5) Serious Economic Challenges The economy of Saint Lucia is facing its most severe and debilitating crisis since Independence. The reasons are not hard to find. After the General Elections of 2006, the economy immediately started to contract after several years of solid growth. In the midst of this downward spiral, the global recession hit us with devastating impact. To this day, no one can identify the policies of the Government to respond to the crisis. As if all of this was not enough, Hurricane Tomas gave us a lethal blow and left behind a battered infrastructure. We now face a huge reconstruction bill. The crisis that faces us manifests itself in the following ways: • A dramatic decline in construction activity; • A significant decline in government revenues; • A marked increase in indirect taxes, duties, levies, and fees to bolster falling revenues; • A drop in retailing and wholesaling of goods; • A huge increase in unemployment, growing from 14% in 2006 to 24.5% ...

Let us hear from the financial analysts, economists, and those of us who deem yourselves to be intellectuals! A YEAR FOR RENEWAL NEW YEAR ADDRESS BY HON. DR. KENNY D. ANTHONY Prime Minister AND MINISTER FOR FINANCE, ECONOMIC AFFAIRS, PLANNING & SOCIAL SECURITY CASTRIES, SAINT LUCIA SUNDAY, JANUARY 26, 2014 INTRODUCTION Most times, a country turns to its leaders for inspiration and direction. It is often said that the mood of a country and the response of its citizens are largely determined by the actions of the Government of the day. And so it should be! But sometimes, the inspiration comes from the citizens themselves. This was my experience after the recent Christmas Eve Trough. OUR HUMANITY REDISCOVERED On December 25, 2013, Saint Lucia rediscovered its humanity. In the most badly affected communities of Anse La Raye, Canaries, Piaye, Vieux Fort, Bexon, Marc, Micoud, we saw the best of our people. Events for Wednesday, 29 January 2014 “LIMYÈ LAPÉ” (Light of Peace) An Evening with the Arts Walcott’s poem, ‘Light of the World’ alludes to the fact that our purpose is to furnish the world with peaceful illumination. In ‘A Season of Phantasmal Peace’ Walcott suggests that love is made season-less in the presence of phantasmal light established by the concept of birds lifting together the huge net of the shadows of this earth. It is this light of peace that is sought in this year’s literary offering, ‘Limyè Lapé’. Thematic attempts will be made to demonstrate a progression from the darkness of despair to the light of peace, which is often viewed as a verity of human experience and a continuous negation from the shadow of ‘dark holes’ between ‘fury and peace’. This will be done through drama, dance, poetry and song from students, staff and alumni as well as the extended community. THE FIGHT AGAINST CRIME "Another issue which I know concerns you is the ongoing fight against crime. Before I go any further, I would like on behalf of the Government, to express our sincerest condolences to all those who have been victims of crime, in particular, the family and friends of those who have lost loved ones to violent crimes. It is true that the number of murders in 2013 was lower than the previous year by three, but this is a statistic of little comfort. Already, we have had five homicides for the New Year. This Government will pursue its agenda against crime relentlessly. Efforts will be made to enact the Anti-Gang Bill at the next sitting of Parliament. Government will review the legislation that allows for the remission of sentences for convicted murderers. A life sentence must mean what it says. Seven years for rape or canal knowledge must mean seven years served! The Government will also revisit the Bail Act to tighten up on the grant of bail to accused persons, especially those convict ...

In ancient Greece, an annual seaside festival (the Poseidea) was celebrated annually on this date to honor the sea-god Poseidon, consort of the Mother Goddess. In Italy, the First Feast of Saint Lucia is held on this date each year. Before being Christianized into a Saint, she was originally worshiped as Lucina, a Pagan goddess of light who also presided over childbirth.
The Trinidad and Tobago Carnival is an annual event held on the Monday and Tuesday before Ash Wednesday in Trinidad and Tobago. The event is well known for participants' colorful costumes and exuberant celebrations. History The Cedula of Population of 1783 laid the foundation and growth of the population of Trinidad. The Spanish who were in possession of the island, contributed little towards advancements, with El Dorado the focus, Trinidad was perfect due to its geographical location. French planters with their slaves, free coloreds and mulattos from neighboring islands of Saint Vincent and the Grenadines, Grenada, Guadeloupe, Saint Lucia, Martinque and Dominica migrated to the Trinidad during the French Revolution. Trinidadians aren't only from African heritage. There were also indentured laborers from India who were paid for working the land. They eventually became land owners unlike their enslaved counterparts. The Spanish also gave many incentives to lure settlers to the island, including exemption f ...
“Weekend of Musical Tribute to be observed by Friends of St Cecilia” Devotion to St Cecilia the Catholic saint, has spread far and wide because of the Passion of Saint Cecilia. Saint Lucia is one of the few countries in the Western Hemisphere that has kept the tradition alive by observing November 22 with musical serenading. The St. Cecilia’s day Feast of Musicians has been celebrated for generations in Saint Lucia. This year musicians from around the island have banded together under the banner of “Friends of St Cecilia” in an effort to ensure the tradition lives on and also celebrate Saint Lucia’s musical heritage. Activities begin as early as 2:00am when members of the Saint Lucia Police Band take to the streets to herald in the day followed by the performance of small concerts and orchestras on street corners throughout the day “Friends of Saint Cecilia”, along with the Folk Research Centre, the Ministry of Tourism, Heritage and the Creative Industries, the Cultural Development Foundat ...

The current Prime Ministers of Saint Lucia, Kenny Anthony, and the Bahamas, Perry Christie, also studied there.
