Gunmen kill radio broadcaster in Mindanao Manolo B. Jara MANILA Two motorcycle-riding gunmen shot and killed a broadcaster in Davao del Sur province in Mindanao, reportedly the 28th journalist to be killed during the administration of President Benigno Aquino, police said on Friday. Superintendent Querubin Manalang, the police chief, said Samuel Oliverio, 57, was going home with his wife on Friday morning from the public market in Digos City, when the assailants shot him twice on the head killing him on the spot. The National Union of Journalists of the Philippines (NUJP) denounced the killing citing reports from witnesses that the gunmen did not even bother to cover their faces as they sped away. “Colleagues in Digos City said Oliverio used to deliver scathing commentaries on local politics as well as the proliferation of illegal gambling and illegal drugs,” NUJP said in a statement. It added Oliverio used to be a block-timer in a local radio station until February when he stopped after suffering a . ...

Palace pressuring SC justice to retire May 9, 2014 6:49 am Jomar Canlas Senior Reporter Malacañang is allegedly pressuring a Supreme Court (SC) justice to leave the tribunal two years earlier than his mandatory retirement to allow President Benigno Aquino 3rd to appoint more of his judicial allies to the Court before he leaves office. According to an unimpeachable source of The Manila Times in the High Court, Associate Justice Martin Villarama Jr. is being forced to retire so that Aquino could have six appointees at the SC when he steps down. Villarama is expected to retire on April 14, 2016 when he reaches 70, the mandatory retirement age. The source said if Villarama leaves now, the President can appoint his replacement immediately. If Villarama retires in 2016, Aquino cannot name his replacement because of the constitutional ban on appointments two months before a presidential election. The ban is explicit in Article VII of the 1987 Constitution, Section 15: “Two months immediately before the next p ...
MANILA STANDARD: SOLONS, ADVOCATES HIT PALACE COVER-UP PLAN LAWMAKERS and anti-pork barrel advocates on Tuesday accused the Palace of being the author of a badly-written script from the moment President Benigno Aquino III accorded Janet Lim Napoles, the alleged mastermind of the pork barrel scam, VIP treatment when she surrendered to him at the Palace last year. Members of the House minority bloc said Aquino’s claim Sunday night that he was the first to get a copy of Napoles’ list of senators, congressmen and Executive officials implicated in the scam was a “grand design” to hide the fact that he was the “Pork Barrel King” who dictated how much each lawmaker would be allocated, and which ones would get nothing. The Network slammed Aquino for trying to mislead the public.

Presidential Assistance for Rehabilitation and Recovery (PARR) Secretary Panfilo Lacson, in pursuit of this directive, also recommended the creation of distinctions among what he calls as ‘Safe Zones, Unsafe Zones and No Dwelling Zones’ to be identified later. EDITORIAL: Double standard Making the rounds of social media these days, particularly among netizens in Mindanao, is a statement made by President Benigno Aquino in March in which he said the people of Mindanao must accept the reality of paying more for electricity or have none at all. “The power rates will go up in Mindanao because the choice is a higher power rate or no power,” Mr. Aquino was quoted as saying. "And many of those we’ve spoken to understood the necessity for higher rates, and they’re amenable to this, instead of no power at all.” While this sounds reasonable — after all, one does get what one pays for — it is actually a slap in the face of millions of Mindanaoans who are going through a power crisis of staggering proportions. For while Mr. Aquino is virtually telling us that government is abandoning us and is forcing us to pay more for our electricity, he is forgetting that our countrymen in Metro Manila are enjoying subsidies at the expense of taxpayers who, like those of u ...

In a gathering of the Alliance of Concerned Teachers here in the Summer Capital, Manila Public Schools Teachers Association president Louie Zababa said Aquino remains unwilling to approve House Bill 245, a bill calling for the salary increase. "Sa halip na pakinggan ay patuloy siyang nagbibingi-bingihan," he said. HB 245 aims to increase the minimum monthly salaries of public school teachers from P18,549 to P25,000 and non-teaching personnel from P9,000 to P15,000. The bill was proposed in Congress citing the current pay scheme of government does not fulfill the criteria for salaries set by the Magna Carta for Public School Teachers which mandates teachers' salaries must be able to provide reasonable standard of life for themselves and their families. ...

Kaya naman namin siguro mai-report out at magkaroon ng bicameral (conference committee) within that timetable.” He said he wants the people of Mindanao to enjoy permanent peace. TADECO, KRIS AQUINO’S CAT CONTINUE VIOLENT LAND-GRABBING SPREE IN Hacienda Luisita Some 50 families of Sitio Maligaya in Barangay Mapalacsiao, Tarlac City, have become the latest victims of the ongoing aggressive land claim of the Cojuangco-Aquinos in Hacienda Luisita. Around 20 heavily armed security personnel of the Tarlac Development Corporation (Tadeco) with the presence of police elements have secured yesterday afternoon the bulldozing of at least a hundred hectares of palay and vegetable fields in the area, allegedly on behalf of the Central Azucarera de Tarlac (CAT). Tadeco and CAT are sister companies under the Jose Cojuangco and Sons Group, a powerful business conglomerate of the Cojuangco-Aquino clan to which President Benigno Aquino and his younger sister, media celebrity Kris Aquino belong. The President has so far been silent on the renewed and escalating unrest in Hacienda Luisita. The United States ambassador to the Philippines, Philip Goldberg has condemned the recent incident where Chinese coastguards reportedly used water cannons to drive Filipino fishermen away from the Panatag Shoal, where both the Philippines and China are claiming the area as part of each country's territorial waters. Goldberg said such an incident is unacceptable and deserves condemnation. Goldberg said the US is fully supporting the Philippines on its quest to seek legal action against China over the water cannon incident at the international tribunal. The Philippines is seeking  to file a case against China over the  incident at an international sea dispute tribunal. The Philippines said that what China did is not correct, since it is a form of harassment. Earlier, President Benigno Aquino III condemned the water cannon incident and asked for an explanation from China. China, for its part said it is just protecting its waters against foreign fishermen. Malacanang is hoping for convictions in the Ampatuan massacre trial before President Benigno Aquino III steps down from office in 2016.
Ceritalah (English) The Jakarta Globe.com, March 5, 2014. Aquino’s Adeptness Karim Raslan  Indonesia’s campaign season is approaching. A word of advice to all presidential aspirants: observe and learn from the Philippines. Unlike many of his regional counterparts President Benigno Aquino (or Noynoy as he’s known) is a dynastic ruler who delivers. I first interviewed Aquino when he was on the presidential trail back in 2010 and I was impressed immediately. However, many observers were dismissive, regarding him as little more than a callow political princeling — the son of the near-sainted Cory Aquino and assassinated Senator Benigno Aquino Jr. But something about him struck me. Perhaps it was, as I wrote back then, his “…quiet determination and self-confidence, an inherently rational and deliberate mindset and a determination not to become indebted to entrenched business and political interests … his integrity and intelligence may well propel the Philippines forward and surprise its neighbor ...

Modernize the Philippine Navy Aquino: Chinese insults show Philippines is right President Benigno Aquino on Friday, February 7, brushed off a barrage of Chinese insults that were triggered by him comparing China's rulers with the Nazis, as the two sides traded further angry accusations over a territorial dispute. China's state-run Xinhua news agency released a blistering commentary on Wednesday, Feb 5, in which it labelled Aquino "amateurish," "ignorant" and "lame." The commentary came a day after Aquino said China's efforts to seize disputed parts of the South China Sea were similar to Nazi Germany's actions before World War II, and called on global leaders not to make the same mistake of appeasement. "Well, I thank Xinhua because they are re-affirming the validity of our position. As the saying goes, if someone cannot answer an issue, then he resorts to name-calling," Aquino said when asked for a response to the Xinhua commentary. "If you are intentionally insulting me, I thank you because it shows the ...

Last week’s report by the Philippine Statistics Authority (PSA) and Socio-economic Planning Secretary Arsenio Balisacan that the Philippine economy posted a “remarkable” growth in 2013 —with the country’s gross domestic product (GDP) hitting 7.2 percent— had many ordinary Filipinos shaking their heads in disbelief. According to Balisacan, notwithstanding the successive natural disasters that struck Central and Southern Luzon last year, the country remained one of the best performing economies in the Asian region, second only to China, which grew by 7.7 percent. Balisacan claimed this was the country’s fastest growth since President Benigno Aquino 3rd came to power in 2010. What’s quite suspicious though is that, despite this “remarkable” economic growth touted by the Aquino administration, average Filipinos have not experienced a commensurate improvement in their economic situation. In fact, one in two Filipinos now say the national economy has worsened in the past year. “Half of the ...
USE EXCESS GOV’T EXEC BONUSES TO PAY POWER RATE HIKES Rep. Winston “Winnie” Castelo (Liberal Party, 2nd District of Quezon City) today urged President Benigno Aquino to enforce immediately the recommendation of the Commission on Audit (COA) to return the P2.3 billion “excess bonuses,” which several government-owned and controlled corporations (GOCCs) had paid to their executives in 2012, and work for its realignment as state subsidy to power rate hikes. On the reported excessive bonuses of key executives and directors of certain GOCCs, Castelo said it would not be sufficient for the President to initiate simply its return to the national coffers. “The President should look into its use as state subsidy even for the current power rate hikes, if ever the Supreme Court will decide to allow the power rate hikes. But it could only be for a single shot only,” Castelo said. Castelo maintained that “considering the current economic strain that the country is suffering following human strife and na ...

Lawmakers denounce his failure to act, lack of political will ADMINISTRATION ally Senator Antonio Trillanes IV and opposition lawmakers on Sunday blamed President Benigno Aquino III, the Energy Department and the Energy Regulatory Commission for the growing power mess that threatens to punish consumers with the highest electricity rates in history. Trillanes challenged the President to apply political pressure on Meralco and others responsible for the problems besetting the power industry. He added that Aquino had many options, but his government’s failure to act has driven electricity rates soaring. A Senate investigation, Trillanes said, would determine if Filipinos can still hope that the government can address the high power rates, and if the Energy Department has any plans to lower the cost of electricity in the long run. “Do we no longer have hope for this in the next three years under President Aquino?” he asked. Trillanes had earlier pressed the Aquino government to subsidize the increase in ...

Palace downplays emergency powers for PNoy Malacañang said there is no word yet from President Benigno Aquino III about a proposal to grant him emergency powers to solve rising electricity costs in Metro Manila. Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said the President's orders were still on finding concrete solutions to minimize the effects of the price hikes on people. He added that the Department of Energy had already met with representatives from power producers and power distributor Manila Electric Co. on the matter, noting that it is important to hold meetings with such firms as they are engaged in businesses imbued with public interest. In the meantime, Coloma said the government will continue to closely monitor developments on the issue to protect the people’s interests.

Malacañang downplayed the issue of emergency powers that would be given to President Benigno Aquino III as it maintained that the administration would be seeking concrete measures to minimize the impact of the power rate increase.

MANILA, Philippines -- President Benigno Aquino III is reportedly eyeing Major General Ricardo Visaya, commander of the Mindanao-based 4th Infantry Division, to replace Army chief Lieutenant General Noel Coballes, who is retiring on February 7, well-placed defense sources said. Although a ranking military officer said Visaya’s name is not on the “final shortlist” of contenders recommended by the Board of Generals, he nevertheless said, “I’m 99 percent he would get the Army position. As of now, all indications point to him as the next Army chief.” Sought for comment, Visaya said, “It’s (appointment) the prerogative of the President.” Visaya, a member of Philippine Military Academy “Matikas” Class of 1983, is due for retirement in December 2016. Other generals mentioned as contenders for Army chief are Northern Luzon Command chief Lieutenant General Gregorio Pio Catapang (PMA “Dimalupig” Class 1981) and 7th Infantry Division commander Major General Hernando Iriberri, Visaya’s cla ...

TRUSTWORTHINESS COUNTS MUCH IN PEACE TALKS Wednesday, Jan 08 2014 Written by Editorial Desk It is not always true to say that you cannot trust your “enemy”. Anybody can be trusted; it only depends on the degree and level of engagement. Fear should not always be the guidepost in making decision with your nemesis. Oftentimes, one must trust even the most untrustworthy in order to succeed. Oftentimes, if not in all, trust begets trust --- and it must be genuine. If the current Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) peace negotiation is travelling fast and is covering much of the ground in the peace journey, trust, we are sure, is the main factor. President Benigno Aquino III deserves to be trusted --- he has not fell short so far in all his commitment. Similarly, the MILF led by Chairman Al Haj Murad Ebrahim has also shown and demonstrated that it is capable of being trusted. This credit hinges on the very foundation of its ideology that a trust or commitment made w ...

P18.9-B FA-50 TRAINER JET PROJECT HANGS:DND PITCHES COUNTEROFFER TO KOREANS admin thunder MANILA - The project to procure 12 units of Korean trainer jets worth a total P18.9 billion for the Philippine Air Force continues to hang over issues of downpayment and after-sales service turnaround, but the Department of National Defense, which recommended a counter-offer, remains confident the deal will push through. Apparently, sources said, President Benigno Aquino III himself seemed not keen on signing the contract owing to the hurdles that cropped up in DND negotiations with manufacturer Korean Aerospace Incorporation (KAI) for the sale of the 12 FA-50s. Among the key issues, as identified earlier by Undersecretary Fernando Manalo, is the 52 percent “advance payment” sought by KAI before it starts production. Republic Act 9184 only allows 15-percent advance payment. Manalo is head for Finance, Munitions, Installations and Materiel of the DND. The second major issues revolves around KAI’s reluctance to a ...

Philippines to award 15 PPP infrastructure projects by 2016 By Erik dela Cruz, Reuters MANILA - The Philippines will put two infrastructure projects worth P100.3 billion ($2.3 billion) up for tender in April and will push through about a dozen other projects before President Benigno Aquino steps down in three years' time, a government official said. The Cavite-Laguna Expressway project worth P35.4 billion and the LRT Line 1 Cavite Extension railway project worth P64.9 billion are among 15 infrastructure deals the government aims to award to the private sector under a public-private partnership (PPP) scheme by 2016. Manila is offering a series of PPP projects to investors to further boost growth in one of Asia's fastest-growing economies. The government has said it needs to raise infrastructure spending from around 3 percent of GDP now to 5-7 pct of GDP, or by about P300 billion to P500 billion ($6.95 billion to $11.59 billion) annually, to keep pace with its regional neighbours and sustain its growth mome ...

Channel News Asia Philippine mayor among four dead in Manila airport ambush A A+ 20 Dec 2013 13:46 MANILA: Gunmen opened fire outside Manila international airport on Friday, officials said, killing four people including the mayor of a town in the southern Philippines, where political violence is endemic. Aquino's fate lies with success or failure of Philippine reconstruction The Philippines faces perhaps the most daunting reconstruction task since the 2004 Asian tsunami as it figures out how to rehouse four million people made homeless by a typhoon - and for President Benigno Aquino, the stakes couldn't be higher. Aquino, under fire for a slow start to relief efforts and a somewhat aloof response to the scale of the disaster, is now feeling the strain from a resurgent scandal involving lawmakers' misuse of public funds. Typhoon Haiyan smashed into the central Philippines on Nov. 8 killing at least 4,000 people and reducing most of what was in its path to matchwood and rubble. Bodies are still being pulled from the debris. A successful reconstruction effort, costing as much as 250 billion pesos ($5.8 billion) according the latest government estimate, would make Aquino a hero. Failure could mean the end of his political career, built on the promise of economic reform and clean government espoused by his mar ...
Three years after the Manila hostage bloodbath, the Philippines has paid compensation to a victim. It gave an undisclosed amount to Yik Siu-ling, who will have surgery costing HK$1 million in Taiwan next month. Yik lost two-thirds of her jaw when she was shot in the face by crazed gunman Rolando Mendoza as he killed eight people after hijacking a tour bus in August 2010. The Hong Kong and Philippine governments said in a joint statement that President Benigno Aquino had instructed Cabinet Secretary Jose Rene Almendras to give the "additional token of solidarity" after hearing about Yik's urgent financial need. The Philippine Daily Inquirer also reported that Almendras said in discussions at the Philippine consulate that Manila would announce in the next few days the "very concrete" steps it had taken to address the demands of the victims' families.

Fast-forward a week: thousands are dead, anger is growing over the slow relief effort and Aquino's once-unassailable popularity is under threat - along with the reforms that have helped transform the Philippines into one of Asia's fastest-growing and hottest emerging economies. Aquino faces a challenge that could define and undermine his presidency in the wake of Typhoon Haiyan, whose 313 km per hour (195 mph) winds and tsunami-like wall of water turned coastal regions into corpse-strewn wastelands. Climate scientists warn of more super-typhoons By Peter Symonds 15 November 2013 In an emotional speech to the UN Climate Change summit in Warsaw, the chief delegate for the Philippines, Naderev Saño, warned that massive tropical storms like Super Typhoon Haiyan, which just devastated his country, would become more frequent unless action was taken to reduce greenhouse gas emissions. Haiyan hit the central Philippines last Friday leaving a trail of utter devastation in its wake. The United Nations yesterday raised the death toll to 4,460, nearly double the previous day and far higher than the final toll predicted by President Benigno Aquino earlier in the week. The UN also said more than 900,000 people were displaced and nearly 12 million people affected. A week after the catastrophe, millions lack adequate shelter, food, clean water and medical care. “What my country is going through as a result of this extreme climate event is madness,” Saño told the Warsaw conference. “The climate crisis is madn ...
