Missouri Legislature again declines to expand Medicaid. The St. Louis Post-Dispatch (5/9) reports that the Missouri Legislature “rejected adding low-income adults to the Medicaid rolls in a $26.4 billion budget sent to Gov. Jay Nixon’s desk Thursday.” The Post-Dispatch notes that Nixon “recommended expanding Medicaid in his fiscal year 2015 budget, but the Republican-led Legislature has repeatedly rejected adding about 300,000 low-income adults to Medicaid.” The AP (5/9, Lieb) says that although the 2015 budget “omits Nixon’s proposed Medicaid eligibility expansion” it nevertheless “represents a significant policy shift for the Republican legislative majority by restoring some of the sweeping Medicaid cuts the GOP enacted in 2005.” Pennsylvania governor expects Medicaid expansion alternative to be in place by January. FRACKING FIZZLES IN PA: A little over two years ago Pennsylvania Gov. Tom Corbett (R) famously pledged to make his state “the Texas of the natural- gas boom.” But that boom, fueled by the extraction of natural gas from shale, or fracking, has gone bust. In 2010, the year Corbett was elected, Pennsylvania had about 110 active fracking locations mostly on its Marcellus Shale formation, according to oilfield services company Baker Hughes. The company says the state now has just 50 fracking wells. And the state’s energy production job market has gone flat. Mark Price, an economist at the Keystone Research Center, said employment in the Marcellus Shale, which increased by 10,000 jobs in 2011, grew by only 1,000 jobs last year. The end of Pennsylvania’s energy boom is largely a product of fracking’s success. All the fracking in the state and elsewhere placed so much natural gas on the open market that the price plummeted to a 10-year low of $2 per million Btu last year before rebounding to its current ...

Republicans fighting Obamacare, could deny millions of low-income people insurance: Still opposed to President Obama's healthcare law, a growing number of Republican governors are declaring they will reject federal funds for Medicaid that they could receive next year, putting almost 5 million low-income Americans in danger of not getting health insurance. Pennsylvania Gov. Tom Corbett this week joined 10 of his GOP colleagues in saying he would not accept new federal money for Medicaid, which was intended by Obama to be expanded next year to almost every American family earning less than $32,000 and individuals with income below $16,000. "Obamacare" originally required states to expand their Medicaid programs in 2014 as set out under the law or lose all federal funding for Medicaid, but a U.S. Supreme Court ruling last year which upheld the overall health care law struck down the Medicaid provision. States can now choose whether they want to expand Medicaid further, but will not lose their existing Medica ...

Buzz Bissinger on why Pennsylvania Gov. Tom Corbett’s lawsuit is disgraceful political grandstanding.
Copied verbatim from ESPN's Gregg Easterbrook. Disturbing and enlightening: Character is not a word that comes to mind regarding Pennsylvania Gov. Tom Corbett. As Pennsylvania's attorney general, in 2009 he convened a grand jury on the Penn State football child rape allegations, then known to only a handful of people beyond the victims. More than two years passed before the allegations became an indictment. Legal proceedings often are slow, but should be accelerated when there is reason to suspect ongoing crimes. Instead Corbett took his time. Inaugurated as governor in January 2011, Corbett acquired a seat on the Penn State board of trustees, yet said nothing about his knowledge that there was all but certainly a monster loose on the campus, again failing to prevent future victims. Sometimes law enforcement officials tolerate having criminals on the loose in order to set traps for them -- this is the nature of stings. Hello everyone, Most of you have probably seen the news that Gov. Brown has nominated a relative outsider, Jeffrey Beard, former director of corrections in Pennsylvania, to be the new Secreatary of CDCR. At first blush and on initial examination, this looks like it could be a good move not just for the system, but for families as well. Beard gets high marks from most sources and has worked in California on the Coleman mental health litigation. His background is not exclusively custodial, with degrees in education and psychology. He is also said to be very concerned with making sure families can visit prisoners and embraces innovative ways of facilitating this---hopefully fully vetted and explored, not like the recent foray into VPASS. In any case, it may well be time to put outside eyes, those not so used to seeing CCPOA as a god (small g only), on the California system. We will continue to do our due diligence research and will be prepared to speak at Beard's confirmation hearing, which will probably ...

Twelve to 18 inches of snow were expected in the mountains near the North Carolina-Tennessee border, "This is not a typical storm," said Pennsylvania Gov. Tom Corbett.
