Three top ministers of Jammu and Kashmir have utilized the least amount of their Constituency Development Fund (CDF) from 2010-11 to 2013-14. Responding to a question of BJP MLA, Chaman Lal Gupta during the Question Hour in the Legislative Assembly about the details of the amount released and utilized under CDF by MLAs, MLCs and MPs since 2010, Minister for Planning Ajay Sadhotra revealed that Deputy Chief Minister Tara Chand, Finance Minister Abdul Rahim Rather, and Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar were five of the worst performing legislators in terms of utilization of their CDF. The panchayati raj is a South Asian Political System mainly in India , Pakistan , Bangladesh and Nepal. It is the oldest system of local government in the Indian subcontinent . The word "panchayat" literally means "assembly" (ayat ) of five ( panch) wise and respected elders chosen and accepted by the local community. However, there are different forms of assemblies. Traditionally, these assemblies settled disputes between individuals and villages. Modern Indian government has decentralized several administrative functions to the local level, empowering elected Gram Panchayats. Gram Panchayats are not to be confused with the unelected khap panchayats (or caste panchayats) found in some parts of India.

Bandhs hit life in parts of Manipur Two of the three bandhs called unheeding to the appeals from various section of the society Saturday partially hit normal life in parts of Manipur. Three bandhs were lined up in the state, one of the bandhs imposed in Tamenglong district has commenced from February 21 midnight while another 13 and a half hour statewide bandh imposed today concluded this evening peacefully. The third bandh is due to commence from February 24 midnight. The Tamenglong bandh was being imposed jointly by district units of Kuki Students Organisation (KSO) and Kuki Women Union (KWU) continued to hit normal life in parts of the district for the second day. The bandh has been called demanding that no lands of Tamenglong district be included in the Jiribam sub-division of Imphal East district. The bandh continued today with mixed response. The Scheme Government of India has approved the introduction of a new credit linked subsidy programme called Prime Minister’s Employment Generation Programme (PMEGP) by merging the two schemes that were in operation till 31.03.2008 namely Prime Minister’s Rojgar Yojana (PMRY) and Rural Employment Generation Programme (REGP) for generation of employment opportunities through establishment of micro enterprises in rural as well as urban areas. PMEGP will be a central sector scheme to be administered by the Ministry of Micro, Small and Medium Enterprises (MoMSME). The Scheme will be implemented by Khadi and Village Industries Commission (KVIC), a statutory organization under the administrative control of the Ministry of MSME as the single nodal agency at the National level. Nazir Sab's initiative has made all political parties realise that decentralisation of power will trigger development in rural areas. Since India is a vast country, where centralised administration cannot solve the problems of rural people, Mahatma Gandhi used to say, “We should have gram swaraj.” In the draft Constitution, no mention was made of the decentralisation of power and of the panchayati raj system. When the Janata Party came to power in 1983, Nazir Sab was inducted into the Cabinet as Panchayat Raj Minister by Chief Minister Ramakrishna Hegde to implement the panchayati raj system. He was very fond of youngsters like us and he used to nickname his party colleagues. He used to call me ‘kempu bassu' (red bus) as I was heading the Transport Ministry.
Mention Panchayati Raj and it is the name of Abdul Nazir Sab that comes to the mind. He believed governance from Delhi should be stopped and Panchayati Raj be put in place to strengthen democracy at the village level itself. He always used to say, “Halliyinda Dillige” (from village to Delhi). Also, he was popularly known as “Neer (water) Sab” for his massive initiative to provide drinking water to rural areas. This stalwart, who hailed from Gundlupet in Chamarajanagar district, was himself a municipal president. He was a voracious reader and often spent his leisure time in the Bandipur forest since he was an ardent lover of flora and fauna.
The Mandal Panchayat (now Gram Panchayat) and Zilla Parishat (now Zilla Panchayat) was his brainchild. Nazeer Sab called this 'power to people.' Even the then Prime Minister Rajiv Gandhi was impressed with the system formulated and implemented by Nazeer Sab. Abdul Nazeer Sab believed that "such a system of devolution of powers would improve governance" and that he had "witnessed a real awakening in the people when they realised that they could share power at the lower level." The political and policy framework for introducing people's participation in development was the introduction of the Panchayat Raj Bill in 1983, which was approved by the President in 1986 and passed as an Act in Karnataka in 1987. The President withheld assent for nearly two-and-a-half years when the Panchayati Raj Bill was sent to him. One - they have very little powers and have no control over govt employees & funds. Two - Whatever little powers are there vest with the sarpanch. The Gram Sabha (in most cases) can only advise the sarpanch. Three - due to this the sarpanch becomes a pawn in the hands of the bureaucracy and politician. if he gets corrupted, only the collector can take action. A collector has about 2000 villages under her - how would she know which sarpanch is honest, which sarpanch is efficient. The villagers will definitely know but they can only complaint but not decide. Isn't this a paradox?

The irony of the situation was, when we were all eager to know about the treatment to the victim and tracing the burglar the whole media were busy as usual in discussing about the remedies to be taken and nothing else. There has been a series of attacks against women all over the country. Once the crime is committed, it is easy to arrest the culprit and punish him. The term ‘panchayat raj’ is relatively new, having originated during the British administration. 'Raj' literally means governance or government. Mahatma Gandhi advocated Panchayati Raj, a decentralized form of Government where each village is responsible for its own affairs, as the foundation of India's Political System. His term for such a vision was "Gram Swaraj" (Village Self-governance). It was adopted by State Governments during the 1950s and 60s as laws were passed to establish Panchayats in various states. It is to be noted that there are no changes in the syllabus of Preliminary Examination but Main exam pattern has undergone many changes. The exam will be conducted in two phases which includes two successive stages: Prelims and Main (Written + Interview). This is the first time that UPSC is conducting a common prelims for IAS (Civil Services) and IFS (Indian Forest Service Exam). The preliminary competitive examination will consist of two compulsory papers of 200 marks each which are multiple choice objective type questions (MCQ). Both the papers will be of 2 hours duration each along with negative marking in which 0.33 marks will be deducted for each wrong answer. Treading cautiously, the State Cabinet Friday put on hold the decision to ban private practice of faculty in Government Medical and Dental Colleges and associated hospitals for three months till infrastructure is put in place for successfully running evening clinics in the government sector and their performance assessed. Sources said today’s Cabinet meeting saw ministers sharing their opinion on the issue and it was decided to review the proposal after three months after assessing success of the newly developed concept of evening clinics and patients’ response to them. Sources said soon the proposal came up for discussion in the Cabinet which met here under the chairmanship of Chief Minister Omar Abdullah, some ministers pointed out that the decision should not affect the patients and the need was to put in place the required infrastructure before taking a call on the ban. The Union forest and environment ministry has so far stuck to its guns and decided to call it a tree, in order to keep a tight control on the lucrative multi-crore business. Other ministries and departments have asked for defining bamboo as a non-timber forest produce — allowing tribals and forest-dwelling people to secure better profits from selling it. AMARI LOKANKA GHARA KATHA The Odisha government has let Rs 224 crore allotted to them by the Union government under the Indira Awas Yojana (IAY) go to waste due to irregularities, according to the Comptroller and Auditor General of India (CAG). The CAG in its latest report on Odisha, showed that between 2007 and 2012 the Centre slashed assistance of over Rs 223.95 crore under IAY, a scheme for below-poverty-line (BPL) families, because of irregularities. The auditor detected this after scrutinizing documents of the state panchayati raj department. Odisha has 48.58 lakh BPL families as estimated in 1997. "The amount that was curtailed would have been sufficient to construct 58,966 houses. These many rural BPL households which were deprived of benefits even though funds were available, due to the non-fulfillment of grant conditions," the report said. Sex ratio improves in Haryana The sex ratio in Haryana has increased to 850 females per 1,000 males in December last year as against 830 females per 1,000 males as per the census of 2011, according to the State Government. The improvement in the gender ratio is the result of various innovative schemes being implemented across the state, said health minister Rao Narender Singh. Teachers have expressed their unhappiness with the decision and decided to lodge a protest. “We oppose the circular in its entirety. But there are some sections on which we have serious reservations,” said president of All Jharkhand Primary Teachers’ Association (AJPTA) Arvind Kumar Singh. The human resource development (HRD) department issued a circular comprising three sections and 19 subsections on Saturday, transferring power to PRIs in matters of controlling “funds, function and functionaries” of primary schools, teachers and education. Teachers have serious issues with section B of the circular. “Subsections IV, IV and XI come under section B,” said Rammurti Thakur, general secretary of AJPTA.
