The panchayati raj is a South Asian Political System mainly in India , Pakistan , Bangladesh and Nepal. It is the oldest system of local government in the Indian subcontinent . The word "panchayat" literally means "assembly" (ayat ) of five ( panch) wise and respected elders chosen and accepted by the local community. However, there are different forms of assemblies. Traditionally, these assemblies settled disputes between individuals and villages. Modern Indian government has decentralized several administrative functions to the local level, empowering elected Gram Panchayats. Gram Panchayats are not to be confused with the unelected khap panchayats (or caste panchayats) found in some parts of India.

Bandhs hit life in parts of Manipur Two of the three bandhs called unheeding to the appeals from various section of the society Saturday partially hit normal life in parts of Manipur. Three bandhs were lined up in the state, one of the bandhs imposed in Tamenglong district has commenced from February 21 midnight while another 13 and a half hour statewide bandh imposed today concluded this evening peacefully. The third bandh is due to commence from February 24 midnight. The Tamenglong bandh was being imposed jointly by district units of Kuki Students Organisation (KSO) and Kuki Women Union (KWU) continued to hit normal life in parts of the district for the second day. The bandh has been called demanding that no lands of Tamenglong district be included in the Jiribam sub-division of Imphal East district. The bandh continued today with mixed response. Gandhiji believed that democratic freedoms have to be founded in institutions of selfgovernment in every village in India. He drew his inspiration from the traditional Panchayats; ‘village republics’, which he called Panchayati Raj. He based his vision of contemporary democracy in independent India on genuine peoples’ participation in the development and welfare of their own habitats through elected Panchayats. Dr Bhimrao Ambedkar, the father of our Constitution, provided for Village Panchayats in the State List of the Seventh Schedule, but consistently stressed the need to incorporate reservations for the depressed segments of our society in the structure of Panchayati Raj. Rajiv Gandhi ensured this and added reservations for women of all said categories in Panchayats. His declared objective was ‘Power to the People’ through the Panchayats, thus making India not only the world’s biggest democracy, but also the world’s most representative democracy.

The Scheme Government of India has approved the introduction of a new credit linked subsidy programme called Prime Minister’s Employment Generation Programme (PMEGP) by merging the two schemes that were in operation till 31.03.2008 namely Prime Minister’s Rojgar Yojana (PMRY) and Rural Employment Generation Programme (REGP) for generation of employment opportunities through establishment of micro enterprises in rural as well as urban areas. PMEGP will be a central sector scheme to be administered by the Ministry of Micro, Small and Medium Enterprises (MoMSME). The Scheme will be implemented by Khadi and Village Industries Commission (KVIC), a statutory organization under the administrative control of the Ministry of MSME as the single nodal agency at the National level. We will always remember and cherish the memory of Nazir Sab as a votary of giving power to the people. He has already carved a niche for himself in the annals of Indian politics. By remembering him, we bind ourselves to the decentralisation of power and also to the doctrine of “power to the people”. Though he is not with us, his work talks about his achievements. By implementing the enactment on panchayati raj, we pay our respects to this great soul.
Nazir Sab's initiative has made all political parties realise that decentralisation of power will trigger development in rural areas. Since India is a vast country, where centralised administration cannot solve the problems of rural people, Mahatma Gandhi used to say, “We should have gram swaraj.” In the draft Constitution, no mention was made of the decentralisation of power and of the panchayati raj system. When this was pointed out to B.R. Ambedkar, he amended Article 40 of the Constitution.
A follower of the late K.S. Nagarathnamma, he fell out with his mentor. The mandal panchayat (now Gram Panchayat) and zilla parishad (now zilla panchayat) was his brainchild. When the Janata Party came to power in 1983, Nazir Sab was inducted into the Cabinet as Panchayat Raj Minister by Chief Minister Ramakrishna Hegde to implement the panchayati raj system. He was very fond of youngsters like us and he used to nickname his party colleagues. He used to call me ‘kempu bassu' (red bus) as I was heading the Transport Ministry.
Mention Panchayati Raj and it is the name of Abdul Nazir Sab that comes to the mind. He believed governance from Delhi should be stopped and Panchayati Raj be put in place to strengthen democracy at the village level itself. He always used to say, “Halliyinda Dillige” (from village to Delhi). Also, he was popularly known as “Neer (water) Sab” for his massive initiative to provide Drinking Water to rural areas. This stalwart, who hailed from Gundlupet in Chamarajanagar district, was himself a municipal president. He was a voracious reader and often spent his leisure time in the Bandipur forest since he was an ardent lover of flora and fauna.
