The deterrent of nuclear weapons on both sides of a stand off holds both groups into a state of paralysis. Therefore, the only way to solve the problem logically is for one side to throw in the white towel before someone on either side makes a strategic miscalculation of the other and escalates the situation into a conflict that both sides will regret. We can not afford to take that risk. When you have a body of water between two pieces of land, it is up to one side or the other to help build a bridge that will enable both sides to be able to cross.
