Senate Bill 269 was passed during the 2013 Legislative session in Carson City, and went into effect on January 1, 2015. The new law dictates that persons under the age of 18 who are requesting an instruction permit or driver’s license from the Nevada Department of Motor Vehicles must present proof that they are regularly attending classes in compliance with Nevada school attendance requirements, or prove that they are exempt from those requirements. Carson City was up 3.5 percent, and Douglas County was up 9.3 percent. Auto sales in the month were up 11.2 percent and sales of building materials were up 18 percent in Washoe County. Even food sales were up by more than 10 percent over November 2012 figures in Reno and Sparks.
The Google driverless car is a project by Google that involves developing technology for autonomous cars. The software powering Google's cars is called Google Chauffeur. Lettering on the side of each car identifies it as a "self-driving car." The project is currently being led by Google engineer Sebastian Thrun, director of the Stanford Artificial Intelligence Laboratory and co-inventor of Google Street View. Thrun's team at Stanford created the robotic vehicle Stanley which won the 2005 DARPA Grand Challenge and its US$2 million prize from the United States Department of Defense. The team developing the system consisted of 15 engineers working for Google, including Chris Urmson, Mike Montemerlo, and Anthony Levandowski who had worked on the DARPA Grand and Urban Challenges. In a statement released by the police, Marvie Hill is suspected of abusing at least three victims, who provided detectives evidence that other victims exist. Some are reluctant to report the abuse, according to the police. Hill was wanted on 20 counts of open and gross lewdness and one count of child abuse. Hill's attorney arranged with the North Las Vegas Justice Center for Hill to appear in court on Friday and then be released on $40,000 bond, which has already been posted. The warrant for Hill has been quashed, the police said. Hill was a licensed foster parent for the Nevada Department of Family Services for an undisclosed number of years. Nevada Conservation League Policy Director Kyle Davis released the following statement regarding the resignation of Ken Mayer as Director of the Nevada Department of Wildlife: Ken Mayer has done an admirable job as the director of NDOW during very difficult times, and is one of the foremost experts on sage grouse in the country. Today's action is deeply concerning and raises serious questions about Governor Sandoval's commitment to science-based wildlife management as well as Nevada's ability to successfully prevent a sage grouse listing.
As most people around the world were preparing to ring in the New Year, the men and women of the Air Force Rescue Coordination Center were hard at work coordinating assistance to help save 5 lives throughout the United States. On Saturday, the Nevada Department of Emergency Management requested AFRCC assistance to help locate a couple who were stranded in the snow and lost in Lyon County. The AFRCC coordinated with the Civil Air Patrol to provide cell phone forensics. Using the data provided by CAP, local authorities located the couple in good condition and transported them to safety. On Sunday, the AFRCC was able to assist local authorities in California in the rescue of three people after receiving satellite notification of two separate Personal Locator Beacons (PLBs). One PLB owner activated it after his hiking partner suffered a leg injury near Cuyama Peak and could not continue on. Virginia Range Mustangs The Virginia Range herd roams the Virginia and Flowery Ranges and surrounding valleys outside Reno and near the historic mining town of Virginia City. The horses are a mixture of what were originally BLM horses, horses released by locals after the gold rush played out, and a few strays that joined up with the herd and survived in the rugged country. Because they do not reside on federal land, but rather a combination of state, county and private land, they are not protected by the federal Wild Free Roaming Horses and Burros Act. Prior to 2008, the herd was managed primarily through a coalition of non-profit horse groups, called "cooperators." The community groups helped keep horses out of trouble, place horses that had to be removed with adopters, and provided other forms of assistance under the direction of the Nevada Department of Agriculture's horse program manager. NDOT Issues Mount Charleston Travel Advisory Las Vegas – Due to high traffic volumes at Mount Charleston and an ongoing construction project by the U.S. Forest Service on State Route 158 (Deer Creek), the Nevada Department of Transportation (NDOT) is issuing a travel advisory through this weekend and the first week of the New Year in the Mount Charleston area. Visitors to Kyle Canyon and Lee Canyon should be prepared for lengthy commutes and limited parking, particularly on SR156 (Lee Canyon) leading to the Las Vegas Ski and Snowboard Resort. In addition, SR158 is closed to through-traffic through this weekend. Parking has been eliminated on NDOT’s right-of-way on SR157 (Kyle Canyon) from SR158 to the Mount Charleston Lodge and on SR156 from the Meadows to the ski resort and by the fire station in Lee Canyon. AQUATIC INVASIVE SPECIES Beginning January, 1, 2013, boaters will be required to purchase an Aquatic Invasive Species (AIS) decal from the Nevada Department of Wildlife (NDOW) prior to operating their vessel on Nevada waters. This new program was created during the 2011 legislative session to combat the growing menace of AIS in Nevada’s waterways. The program will ramp up over the next year as boaters purchase decals and learn how to help stop the spread of AIS. The cost of the decals is as follows: Motorized vessels: Residents - $10 Nonresidents - $20 Non-motorized vessels: Residents - $5 Nonresidents - $10 Requirement includes in- and out-of-state motorboats as well as most paddle boats. Paddle craft such as stand up paddle boards and float tubes (most often used by anglers) are exempt from the requirement because they have no way to “retain water” according to the regulation. PREGNANT INMATE SUES AFTER BEING SHACKLED DURING LABOR AND DELIVERY Valerie Nabors gave birth to her fourth child, a healthy baby girl, last October, but within 10 minutes of delivery, she charges, her ankles were shackled to her hospital bed and she was not allowed to walk. Nabors, a prison inmate at the time, complains her legs were shackled during labor, much to doctors' dismay, and against Nevada state law. Nabors filed a lawsuit June 20 against the Nevada Department of Corrections claiming cruel and unusual punishment. Nabors, from Clark County, Nev., was an inmate at the Florence McClure Women's Correctional Center (FMWCC) Oct. 19, 2011 when she went into labor, according to the lawsuit. Nabors served a 12-to-30 month sentence from January 2011 to January 2012 for attempting to steal about $300 worth of casino chips.
