I learned something last night at a "meet-and-greet" for Colorado 4th District Congressman Cory Gardner: If Paul Ryan is elected as VP and is re-elected as a U.S. Representative from Wisconsin, there will necessarily be a special election. Here's why: the House of Representatives is the only elected body for which vacancies can only be filled by an election. Ryan couldn't win, then resign to be V.P. and have his replacement appointed by the Wisconsin Governor. There would have to be a special election. [BTW, Gardner, a very sharp Representative, only recently became my congressman due to the re-alignment following the latest census. Mike Coffman still represents the 6th district, which in Douglas County, only includes Highlands Ranch.]
