Why your fingerprints may not be unique: says Home Office expert Mike Silverman Fingerprint evidence linking criminals to crime scenes has played a fundamental role in convictions in Britain since the first forensic laboratory was set up in Scotland Yard in 1901. But the basic assumption that everyone has a unique fingerprint from which they can be quickly identified through a computer database is flawed, an expert has claimed. Mike Silverman, who introduced the first automated fingerprint detection system to the Metropolitan Police, claims that human error, partial prints and false positives mean that fingerprints evidence is not as reliable as is widely believed. Nobody has yet proved that fingerprints are unique and families can share elements of the same pattern. And there are other problems, such as scanning fingerprints of the elderly as their skin loses elasticity and in rare conditions leaves some people with smooth, featureless fingertips. Mr Silverman, who was the Home Office’s first Forensic ...

AIR-RAID PRECAUTIONS (SIRENS, PURCHASE). HC Deb 16 November 1938 vol 341 cc1011-20 1011 § Motion made, and Question proposed, "That this House do now adjourn."—[Captain Margesson.] § 11.9 p.m. §Mr. Silverman On 3rd November I asked a question of the Home Secretary about a memorandum circulated by the Home Office to local authorities, in effect recommending the local authorities to purchase sirens for air-raid warnings from a particular firm. It seemed to me, from the information which I had, that the procedure adopted had been unfair, and had had the unfortunate, and I am quite sure undesigned, effect of giving a monopoly, or a virtual monopoly, of the manufacture and sale of those articles to a firm in Leicester, which, after all, is not a place suffering unduly from unemployment and the other things which create a Special Area, and taking it away from the town of Nelson, which has an unemployment percentage of 45 and 1012 which is in many other respects suffering severely in these days. I am quite ...
The number of people arrested for terrorism-related offences has increased by more than 60%, according to official figures. Some 228 suspects were arrested in England, Wales and Scotland in the 12 months to the end of June, compared to 140 in the previous year. Eighty-two of the 228 were charged. Security for the Olympics is thought to have contributed to the figures, while the Home Office highlighted arrests at a demo outside the US Embassy in 2011. There were 22 arrests outside the embassy in Grosvenor Square, in central London, on 2 December last year, 20 of which were on suspicion of membership of banned group Muslims Against Crusades. The proportion of terrorism-related arrests resulting in charges - 36% - is in line with the average rate for terrorism-related offences since the attacks on the US of 11 September 2001. Stop-and-search falls The figures, provided by the Association of Chief Police Officers (Acpo), also reveal that new measures allowing police to stop and search people for terrorist mat ...
Dear all, Following my previous updates, I now have further information about the proposed march in Walthamstow on Saturday 27 October by the English Defence League. I'm sharing with you the most upto date and reliable information I can provide at this point and will of course continue to do so as and when I further information. In particular, I can tell you that today the Metropolitan Police have applied to the Home Secretary for a ban on ALL marches and processions in four London boroughs- Islington, Tower Hamlets, Newham and Waltham Forest- following specific intelligence about public disorder. This ban would be for a period of time including Saturday and mean that any individual found to be marching or processing in Walthamstow would be liable for arrest. This ban has been formally requested and the Home Office are due to give their response tomorrow- this would only be the third time such a ban has been requested by the Metropolitan police so it is a substantial development in this situation. The imp ...

A notorious paedophile won his appeal against extradition to the US yesterday. Shawn Sullivan was reprieved by the same court that ruled Asperger’s sufferer Gary McKinnon should be sent to America despite evidence he may kill himself. The 43-year-old Sullivan, who was on Interpol’s most-wanted list, is now free to walk our streets without supervision. High Court judges said a sex offenders' programme in Minnesota may have breached his human rights. Last night Gary’s mother, Janis Sharp, condemned the decision. ‘It’s a scandal this man has had his extradition refused by a British court, while my son who has been declared unfit for trial and at extreme risk of suicide by a Home Office-approved expert in assessing risk is still waiting,’ she said. ‘Ten years have passed waiting for his trauma and torment to come to an end.’ David Bermingham, who was extradited to the US as one of the NatWest Three and has since written a book on extradition titled A Price to Pay, said: ‘This case reveals at ...
