While those are good examples civilians contesting the military, alot of that has to do with the red tape the military faces there like for instance in Vietnam we weren't allowed to chase the enemy into Cambodia giving them a safe zone to plot and supply and in Afghanistan there are a lot of places we're not allowed to occupy, like poppy fields oddly enough.
