President Aquino leads ceremonial groundbreaking of Jalaur River Multi-Purpose Project Stage II in Iloilo February 21, 2013 ILOILO CITY – President Benigno S. Aquino III led the ceremonial ground-breaking of the Jalaur River Multi-Purpose Project (JRMP) Stage II that is considered as the first large scale reservoir dam outside Luzon. The Chief Executive attended the event on Thursday which has for its theme “Tubig from Jalaur to Bigas for Pinas” held at the Provincial Capitol Building on Bonifacio Drive,Iloilo City. The 11.21 billion project features the construction of three dams – Jalaur Reservoir, Jalaur Afterbay and Alibunan Catch Dam. The project aims to sustain the region’s rice self-sufficiency and contribute to the annual increase in the country’s rice production target by 7.6% under the Food Staples Self-Sufficiency Roadmap 2011-2016. BY PRINCE GOLEZ Manila Reporter   MANILA — Panay Island is an election battleground because of its over a million registered voters.   In fact, the senatorial slate of the Liberal Party for the May 13 mid-term elections considers the island made up of four provinces a key campaign area.   “Any area with one million voters or more can be considered a battleground,” Cong. A Glimpse of Ilonggo History (January 23, 1899)   On January 21,1899 Gen. Emilio Aguinaldo proclaimed the Malolos Republic with a Constitution drafted by Ilonggo Don Gregorio Soriano Araneta - Secretary General and other illustrados of the congress held in Malolos, Bulacan. Two days later, on the 23rd of January, the First Philippine Republic with Emilio Aguinaldo as President was formally inaugurated and the Constitution ratified.   Don Gregorio, born in Molo, Iloilo City on April 19, 1869 was married to Carmen Roxas Zaragoza of Manila. He was the first Filipino Justice Secretary, Solicitor General among others.
