The Supreme Court directed the High Court of Punjab and Haryana to rehear a special leave petition on finding judicial negligence while hearing a case on medical negligence. The bench comprising of Justice K S Radhakrishnan said that, “the judgment (of the Punjab and Haryana High Court) is vitiated by an error apparent on the face of the record, which goes to the very root of the matter in a case relating to medical negligence”. The appellant INSCOL Multispecialty Hospital, placed in Chandigarh, was charged for being criminally liable for their medical negligence in the due course death of the wife of the Respondent, Indrajeet Arora. Recently, Hon’ble Punjab & Haryana High Court in the case of Barnala Builders & Property Consultants v. Deputy Commissioner of Central Excise & Service Tax, (2013) 40 taxmann.com 369 (Punjab & Haryana), has appraised that an order rejecting an assessee’s application under Section 106(2) of The Finance Act pertaining to VCES is appealable. The Hon’ble High Court highlighted the fact that Section 106(2) after incorporation in the Finance Act, 1994 forms a part and parcel of the Act and hence all the other provisions of the Act shall be equally applicable to it. Therefore, an appeal by an assessee under Section 86 is acceptable. Further, circular 170/5/2013 dated 08-08-2013 rejecting the right of an assessee is considered incorrect as per the cited judgment.

After the Punjab and Haryana high court rapped the Punjab Government a few months back for providing security cover to people outside the state, the Punjab Police submitted an affidavit on Friday that 207 cops are guarding 25 VIPs outside the state at a cost of Rs 9.28 crore every year. This information was placed before the high court by assistant inspector general (security) Paramdip Singh in response to a petition filed against the Punjab Police for providing cover to VIPs of other states. According to the police affidavit, "Only 25 individual protectees living outside Punjab are being provided security at state expense by 207 police personnel and three sections of CRPF. The annual expenditure on the security amounts to Rs 9,28,18,488."

In a landmark decision the Punjab and Haryana High Court has decided to abolish its archaic, lengthy process of deciding regular bail applications. Under existing procedures, an accused has to wait "few" months for his/her regular bail application to be decided. The court first issues notices to the concerned State Government, seeks its response, summons the investigating officer (IO) if required, and hears the arguments before deciding on the application. The entire exercise normally takes at least four to five months. In fact, in some cases, the bail comes up for first hearing (after notices) after four months. This procedure has now been scrapped. The high court, on the administrative side, has decided that from now on, all regular bail applications will be decided on the very first hearing. Gurgaon's groundwater recedes to average 7ft: Study The tall claims of the civic authorities of bolstering groundwater table in Gurgaon have fallen flat if one is to believe the findings of a study conducted by a team of students and teachers from Jamia Millia Islamia University in New Delhi. According to the study, water table in the corporation areas in the city has receded on an average of around 7 ft. Now, the water table depth in the city hovers around 280 ft and as per experts, after 600 ft, there is no water. NH8 toll operator cheats by Rs 16 lakh/day: KPMG survey KPMG conducted a week long, 24X7 traffic study in July at the Gurgaon toll expressway and has projected on the basis of the sample survey that due to underreporting of at least 79,000 passenger car units (PCUs) daily by the operator NHAI lost about Rs 24 crore in 10 months. Significantly, tolling was suspended for over a month during this period due to a Punjab and Haryana High Court order. The survey was commissioned by the authority's vigilance wing after CVC asked for it. Underreporting of traffic at the toll plaza impacts NHAI's revenue share. As per the contract norms, revenue from vehicles beyond 1.3 lakh PCUs in a day is shared equally between NHAI and the operator, DGSCL. Though the survey was conducted at all the three toll plazas on the expressway, the authority has first taken up the 32-lane plaza where revenue share is happening. The British rule created a modern policy by creating a Police Act of 1861. The colonial state allowed the operation of police in a legal manner. They could investigate the criminal case as per the law of the time. The colonial state created a legal framework which limited the police action. Though they served the interests of the colonial masters, at the same time, the laws of the state gave them autonomy. Give 5th pay panel benefits to CRPF men: HC to Centre Vijay Mohan Tribune News Service Chandigarh, January 17 Even as the anomalies in the sixth pay panel recommendations have been by and large sorted out, pharmacists in the Central Reserve Police Force are still to get the benefits suggested by the Fifth Pay Commission (FPC) around a decade ago. Observing that the FPC recommendations concerning the pharmacists have not been implemented till date, even though steps were initiated in 2000, the Punjab and Haryana High Court has now directed the Centre to consider and decide the implementation of the fifth pay panel suggestions within four months. The grievance of the pharmacists was that there were inadequate promotional avenues for their cadre in the force.
