MOBILE CIVIL REGITRATION PROJECT TO HELP 100,000 HAIYAN SURVIVORS RESTORE THEIR CIVIL DOCUMENTS: DSWD Secretary Dinky Soliman is set to lead in the launching on April 7 of the Mobile Civil Registration Project that is envisioned to help Haiyan survivors restore their civil documents. Ms. Leslie Wright of UNDP informed the Philippine Information Agency said the launching which will be held at the Tierra de Milagros, Barangay Arado, Palo, Leyte will help about 100,000 Typhoon Yolanda survivors restore their civil registration documents which were destroyed by the super typhoon. Lopez The first land fall of super Typhoon Haiyan was recorded in Guiuan, Eastern Samar in the early hours of November 8, 2013, more than 72-hours after the US-led international Joint Weather Information Service sent warnings and storm updates. Packing category 5 wind speeds of up to 318 kph, it is considered as one of the strongest tropical cyclones that hit land in many decades. The impact of the super typhoon was devastating, causing more than 90% of all houses and buildings destroyed or severely damaged in Guiuan, Eastern Samar and areas along the path of the super typhoon. Atty. Leni Robredo at Hernani, Eastern Samar for the turnover of 40 fishing boats to fisherfolk affected by the onslaught of Typhoon Yolanda. During the disaster, the Municipality of Hernani recorded 77 casualties and massive damage to property. The Jesse M. Rorbredo Foundation (JMRF) took the liberty to adopt several municipalities in Eastern Samar to provide the necessary aid for the people in the affected areas. The activity was an initiative of the JMRF in partnership with Kaya Natin!, Negrense Volunteers For Change Foundation Inc., and The Peter Project. Atty. Leni was accompanied by Hernani Vice Mayor Wilmar Candido.

Hi everyone! Its me again... I just want to announce that tomorrow, February 28, 2014, and March 1, 2014, we will be having a garage sale in my parents house at 207 Maria Cristina Street Ayala Alabang Village. The Proceeds of this garage sale will go to the rebuilding (take note: NOT renovation) of a school that has been completely obliterated and levelled to the ground! This school is located in Guiuan, Eastern Samar. The kids are currently having classes in makeshift classrooms from donated tents. The other "building" which seems to partially be standing has a roof made of tarp. So when it rains, the kids still go to class, while having their feet submerged in an inch of water. This is no way for our youth to be learning. All i ask is for some help for this. As i see it there are 2 ways you can help me out: 1. However according to Regional director Gozon of OCD there is only one helicopter of the Phil. Air Force that has the capability to contain water and is now on its way back to Tacloban to refuel. In a text message, the administrator of ESSU Dr. Apilado said the fire truck of Lawaan is now at ESSU Salcedo to help.

According to the Asian Development Bank there has been a drop of 90% in the quantity of marine organisms that can be trawled in some traditional fishing areas of the Philippines. Costal communities engage in aquaculture, especially on Panay Island (e.g. milkfish in ponds or finfish in cages, oyster, crab or shrimp farms, as well as seaweed cultivation). Some fishers use traps, having up to 10 traps per household. Before Typhoon Yolanda there were about 1,500 commercial fishing vessels in the Visayas regions and 150,000 small ‘municipal’ vessels or bancas, of which 50,000 were motorized . The 150,000 small boat fishers are especially economically vulnerable, depending on their daily catch, which is sold immediately, to meet basic living needs (FAO 2013) ...

The Open Heart Foundation Worldwide, Inc. held a back to back relief distribution in the province of Eastern Samar on January 30 and 31, 2014. The activity was spearheaded by the Board of Trustees, the Executive Director and Staff of the Foundation. The beneficiaries of the relief operations are the pupils from three elementary schools in Guiuan, Samar and three elementary schools in Hernani, Samar. They were given bags and assorted school supplies. These are donated by the friends of Atty. Turano in Ireland -the Filipino community, Charlie Easterfield and her artist-friends. Each school municipality (Guiuan and Hernani) were also given modules, courtesy of DepEd, for reproduction to be used by six school beneficiaries.

The Department of Education (DepEd) is continuing efforts to recover and reconstruct school records damaged by super Typhoon Yolanda in affected divisions of Eastern Visayas and Western Visayas. DepEd began the assessment in December 2013 and mapped out a strategy in recovery and reconstruction of select school records given the constraints in the area. “Records that have been partially damaged were digitally captured and sent to division offices. Those that were lost or totally destroyed are being reconstructed using other available documents,” said Rogelio Morales, DepEd Director for Technical Services. In the four divisions of Tacloban City, Eastern Samar, Ormoc City and Leyte alone, records of 78,000 learners in elementary and high school have been affected. The students' permanent school records contained in Form 137 was identified as a priority. I would like to acknowledge receipt of 95 out of more than 120 boxes of relief goods sent by St. Thomas Parish in NJ, USA shipped directly to the Salesian Provincial House in Cebu City. All are bound for Eastern Samar, care of DBYC Borongan. I was made to understand that some boxes might have been misdirected to Pasil, Cebu and that some more are still coming to complete the total number sent by Msgr. Just expressing aloud a wish that may well come true for those who hope and pray for little miracles ... A group from Manila has half a truck worth of goods waiting to be delivered to Quinapondan. I have here at MHC 44 boxes of top quality goods from UK gathered by former student Michael Duque of Don Bosco Mandaluyong, along with 20 sacks of rice, and a whole lot more boxes of food and used clothing. I am in the process of identifying needed seeds and the best resources for the same also for delivery to the most needy farmers in Eastern Samar. Now, this is my wish ... Could anyone produce a truck or smaller AUVs to take them at some time in the very near future? Alternatively, can anyone help me with the cash to rent another truck to bring them from Paranaque to Borongan and Quinapondan? This is not ranting ... this is wishing and hoping, not for me and us here at the Mary Help of Christians National Shrine, but to those who, months after, are still waiting for help.

From 2014 to 2016, The National Housing Authority (NHA) will provide some 60,000 permanent housing units to the survivors of super Typhoon Yolanda in six regions covering 14 provinces and 171 cities and municipalities, Vice President Jejomar C. Binay said today. Binay, who heads the Housing and Urban Development Coordinating Council (HUDCC), said groundbreaking will be held in eight project sites in Leyte and Eastern Samar this month. “The houses to be constructed by NHA will be permanent homes for the survivors and will be built on permanent relocation sites. The bunkhouses being constructed by the Department of Public Works and Highways (DPWH) are temporary shelters,” the housing czar clarified. The Israeli Relief Coalition, a disaster response group from Israel, conducted 14 sessions of Psychosocial Training in Eastern Samar which taught 2,140 individuals how to cope with the devastating effects of disasters. The trainings were attended by church workers, teachers, students, other NGO staff, local government officials, and residents, among others. It’s been more than two months since super Typhoon Yolanda hit the Leyte and Samar provinces with catastrophic consequences, and while the attention has now rightfully shifted to recovery and rehabilitation, it would appear that there are still some lessons in disaster management that are lost amidst old ways and habits. One of the foremost goals of any post-disaster management efforts is the normalization of the lives of the affected population. Normalization, or going back to how things were, necessitates a range of provisions and infrastructures that admittedly takes time to provide. In a short span of time, however, temporary housing units that are far more durable than tents and makeshift shelters may already be constructed en masse as what the government promised to undertook in December last year, when the DPWH announced that 222 bunkhouses (each consisting of 24 units) would be built in the affected provinces. Balangiga, Eastern Samar has been greatly ignored by both media and the government. While focus went to Tacloban and Guiuan, these coastal towns were put on the sidelines and the residents greatly ignored. Relief goods are still scarce and people are still hungry. We were the first medical mission to reach Bgy. Sta. Rosa, which could only be reached by by passing through a kilometer of rough roads. You will see here pictures if schools and even a church run down to ruins. Hoping that the pictures tell the story of destruction which will finally make people realize that there are other towns that need equal attention as well. Would be glad if you could repost and share these pictures so others may know.

Its the second day of our seminar. I am right. My excitement for the second day didn't fail me. It was really a nice learning experience for me. A lot of things happened in an instant: I was able to share my stories about the road not taken crossroad story. I was happy. They listened to me attentively, sincerely, and emphatically. I supposed to do that kind of listening to my students. Now I realized I was a failure of caring them. I thought I give what is enough. Thats the beauty of this seminar it able to help me to self-reflect of what to do, how to give proper response, and definitely to help and make a difference. I am more excited for tomorrow for we will going to apply the principles of giving stress debriefing (psycho-social care). The DENR has budgeted P347 million for the rehabilitation of mangroves and natural beach forest in Eastern Visayas that will provide a first line of defense against storm surge in the future. Update: Because of the transportation problem, especially with RORO issues before the Christmas day, the truck carrying the school supplies for Hernani Central Elem. School which have departed Manila last Dec. 22 just arrived at Hernani this morning. The truck have stayed at Matnog for almost two days waiting for its turn in boarding the ferry boat. The driver have decided to stay at Catbalogan City, Samar on the 25th and travelled midnight to Eastern Samar. After unloading the relief goods and school supplies for Gen. Macarthur E. Samar, it headed right away to Hernani and reached our town by around 9:00 am today. It headed next to the towns of Llorente and Balangkayan. Thank you for the generosity of these three towns for letting us load our boxes of school supplies on their truck. 15 ships blown ashore slow down recovery of bodies The continuing presence of 15 ships vessels that were washed or blown inland by SuperTyphoon Yolanda’s storm surges and high winds in Eastern Visayas have been slowing down the recovery of more bodies in the disaster area, the heads of government agencies under Task Force Yolanda agreed this week. The Philippine Coast Guard reported that nine mostly cargo ships, two tugboats and a barge were still stuck in the coastal villages of Tacloban City while three other ships were grounded in various places in Guiuan, Eastern Samar. PCG Tacloban station commander Lieutenant Paul Gonzales said they were still trying to coordinate with the shipowners on how to refloat the vessels. I have put off writing a report or update of our Relief Operation efforts in the Typhoon Hayain (Yolanda) ravaged area of Eastern Samar & Leyte. I feel like I cannot express or describe to you well enough the devastation of the land and the turmoil of the survivors. Our 21 member team left at 4am on November 20, 2013. I (Annalisa) followed a week later on the 27th. It took the team two days of travelling by land and 2 hours on a ship or ferry. Operation Yolanda 1st team was not put together by man but we truly believe was hand-picked by God. Once you enter into Eastern Samar, and drive for hours and hours, all the way to Leyte, all you see is devastation. Yolanda destroyed 95% of the area on its path and left thousands dead and countless homeless. After the 5th day and seeing reports on how the government is not visibly helping the survivors we decided that we had to do something. REPORT FROM JARO, LEYTE.. Jaro is a third-class municipality in the province of Leyte, Philippines very close to Tacloban City where Typhoon Haiyan or Yolanda as it was known in the Phillippines did the worst of her destruction. According to the 2010 census, Jaro with 46 Barangays or Barrios, has a population of 39,577 people. Almost everyone in this town has no power, questionable drinking water, and shelter that lacks either a roof or a door or windows. Sometime during the last two weeks the Americans came and set up potable water with chemical purification in different locations because many wells have been polluted by the storm. On November 7, Typhoon Haiyan made landfall in Guiuan, Eastern Samar at peak intensity with sustained winds of 145 mph. By the time it hit Leyte it had risen to 195 mph which would make it a level 5 and the most powerful storm ever recorded to strike land. Real quick update while I have internet, tried to send a few messages by email and text but not sure if they have got through so to my lovely pete, my wonderful kids and my amazing mum and dad, I am now in Eastern Samar, am safe and well and missing you all x
The team going to Capiz will be leaving on Dec. 4. The 6 man team from Manila will be joined by another 5 to 6 volunteer doctors (from the Vsayas) in Capiz for the medical mission. Relief goods and medicines will also be flown to Capiz with the team. Dr. Charlie Gundran of UP Ugnayn ng Pahinungod Manila, the team leader, is working in coordination with Dr. Bunds Balgos of Roxas City. The group going to Guiuan to be led by Dr. Eric Talens, has been scheduled to leave tomorrow Dec.2. Relief goods, medicines and the volunteer doctors are all set to go but there has been a major set back in the availability of transportation. Commercial flights to Tacloban, Catarman, and Catbalogan have been considered for the team and their cargo. Unfortunately, getting vehicle/s for the the team and the 2000 kilo of relief goods from the airport to Guiuan remains to be a problem.
