Today I attended workshop on Disaster Risk Reduction at New Delhi after back from USA. I want to clarify on some spurious false news spread by some antagonistic elements including some media on Chinese President's Visit. 1. Home Ministry has no direct issue for MoU to be signed with China so only related Ministers participated during ceremony with President Xi Jinping. 2. There's no such order for North-East people to stay away from any place. In fact children from NE also interacted with Chinese first lady at Tagore School. We should understand that Tibetans across the country were emotionally charged & ready to go to any extent to protest during the visit. We must know that any incident with Chinese President due to security lapse could cause unthinkable damage to India. Hence unprecedented security was put up & those restrictions were put for Tibetans only. I morally support Tibetan sentiments for their autonomy. Normally, security measures for USA & Chinese President are unprecedented. 3. Some people ...

UNISDR: A RESILIENT PLANET, RESILIENT PEOPLE (From the Foreword of UNISDR's Annual Report for 2013 now available on line) The year 2013 was studded with many milestones which underscored the wisdom of those who designed and adopted the Hyogo Framework for Action (HFA) in 2005. It has promoted an unprecedented set of clear priorities for what the world needs to get right when it comes to reducing exposure and vulnerability to multiplying threats from natural hazards. Some of the clearest evidence yet that mortality from weather-related disasters has been reduced over the last decade with pre-emptive evacuations and improvements in critical infrastructure such as public roads and housing, was presented by the Indian State of Odisha. It avoided major loss of life largely through the well-timed evacuation of almost one million people from the coastal areas hit by Cyclone Phailin in October 2013. A major focus for UNISDR over the last two years has been the consultations on a new post-2015 framework for disast ...

The HFA recognizes that women and men are differently at risk from disasters and that their vulnerabilities differ; that women and men are equipped with different skills and capacities for disaster risk reduction. HFA underscores gender integration as a core factor in its implementation.

Senator Loren Legarda today renewed her call for more investments in renewable energy as part of a long-term solution to the growing power needs of the country and to mitigate the effects of environmental degradation and climate change. Legarda, the United Nations Champion for Disaster Risk Reduction and Climate Change Adaptation for Asia-Pacific, made the call at the Clean Technology Congress 2014 organized by ThomasLloyd in Frankfurt am Main, Germany. “The aftermath of Haiyan was an eye-opener for us Filipinos. The devastation it caused made us realize that we need to climate- and disaster-proof our energy sector,” Legarda said. Typhoon Haiyan left more than 6,000 dead and nearly 2,000 missing. Damages and losses are estimated at P571.1 billion (equivalent to USD 12.9 billion). Legarda, co-author and co-sponsor of the Philippine Renewable Energy Law, noted that the Philippines has already established a legal framework that provides for necessary policy mechanisms for the developmen ...
Today, Tess Vistro of Apwld - Asia Pacific Forum on Women Law and Development APWLD & WMG presents on disaster risk reduction and climate change. "In the Philippines, Typhoon Haiyan cost 6000+ lives, 2000 missing, 27.000 injured, 5% GDP. Women in poverty most vulnerable to disasters e.g 80-90% death '91 flooding Bangladesh were women. Women and girls suffer increased sexual assaults after disaster, also now after Hayan. 9 out of 10 women suffered sexual assaults after Tsunami in India -also increased enforced child marriage. Eliminating gender discrimination must be central part of Disaster Risk Reduction goals & target. We need increased resilience of communities by transformation to agro-ecology (more resilient) & decentralized renewable energy."

AIR TRANSPORT IN THE CARIBBEAN AND ITS IMPACT ON TOURISM Since its inception, the Association of Caribbean States (ACS) has played a pivotal role in facilitating the discussion of issues which have a crosscutting effect on the development and wellbeing of the Greater Caribbean region. Its four focal areas (Trade, Sustainable Tourism, Disaster Risk Reduction and Transport) are interrelated and share common points of interest such as air and maritime connectivity, which affects not only tourism but trade as well as. In this article, we focus on air connectivity, which has a growing impact on the region’s tourism, affecting in particular the SIDS (Small Island Developing States), which depend heavily on this economic activity. For persons participating in intraregional tourism, be it foreigners or Caribbean natives, it is known that in order to arrive at nearby, or even neighbouring islands, it can take an average of 8 hours to do so. ~~ MISSION ACCOMPLISHED! ~~ Our goal for the last quarter of 2013 was to develop a strategic second source for bamboo housing construction. Happy to report that after visits and discussions with a number of potential partners in SE Asia, we have now identified an organization in Vietnam to collaborate with. Our first priority was to co-design a cost competitive robust pre-fabricated bamboo house for CO2 Bambu's amphibious house project. We are now ready to engage with international stakeholders and donors interested in supporting our vision to deploy low cost flood resilient bamboo housing in Latin America and SE Asia. The bi-national team that we aim to build will be a model of "South South cooperation" in the area of Disaster Risk Reduction. Ultimately we hope to build at competitive prices flood resilient bamboo homes in Nicaragua for Latin America and in Vietnam for the South East Asian market. To launch this bi-national initiative we will focus on the community of Tipitapa, Nicaragua for a pilot pro ...

POLITICAL AND SOCIO-CULTURAL IMPACT ON DISASTER OPERATIONS During disaster operations or response, how people react to emergency is often overlooked. Peoples respond to stress can be influenced by many things - disability, education, financial resources, communication, belief, migration to name a few. Individuals with different cultures may deal with stress in different ways. Cebu City residents is also very diversified in its culture. These cultures are that has been transmitted from generation to generation. Variations and adaptations within every culture change radically through time. In responding to a negative scenario, like disaster, we fell the connection to the people affected. As one of those who respond to the situation, I want to let them feel that they reassured and be comforted, but how they can understand, how we feel, and how we operate in a certain way is but challenging. We have to maintain appropriate behavior and understand individual cultures. Sometimes I am adamant to believe that pol ...

An Open Letter to God: God Almighty! Please Save Us from Nuclear Disaster!! Dear God Almighty: We bow to You in prayer and meditation! This is a frantic, desperate and despondent cry to save us, the people of Tamil Nadu and Kerala, from an impending nuclear disaster at the Koodankulam nuclear power project (KKNPP). We feel so sad and sorry when we see our brothers and sisters suffer so much in Uttarakhand due to the Nature’s fury and our governments’ sheer lack of efficiency. We get so sacred and are deeply worried how our government leaders, politicians, bureaucrats and others would help us in the wake of a nuclear disaster at Koodankulam or elsewhere. Our Honorable Prime Minister, Dr. Manmohan Singh, addressed the first session of National Platform for Disaster Risk Reduction in Delhi on May 13, 2013 on the theme of “making risk reduction an intrinsic part of our development processes” and made the following confession: “I believe that while we have made encouraging progress in recent years in ...
