The Joint Secretary-rank officer says that to his dismay, he found he could not make any calls through the available Indian networks in the area which is in the northeastern part of the country. Reservation in central-government funded higher education institutions : 22.5% of available seats are reserved for Scheduled Caste (SC) and Scheduled Tribe (ST) students (7.5% for SCs, 15% for STs). New Delhi: Just hours after Narendra Modi took charge as the Prime Minister, the MoS PMO, Jitendra Singh came out with a controversial statement on the Article 370. Singh said that the government had started speaking to stakeholders to repeal the Act. "The process of repealing Article 370 has started. We are speaking to the stakeholders," he said. Article 370 specifies that except for Defence, Foreign Affairs, Communications and ancilliary matters (matters specified in the instrument of accession), the Indian Parliament needs the State Government's concurrence for applying all other laws. The suggestion was first made by the North East Students' Federation to various official bodies in the country, including the human resource development ministry and the NCERT, a couple of months ago. "We approached various organizations and submitted our memorandum soon after the death of Nido Tania, 20, of Arunachal Pradesh, who was beaten to death in Delhi," said Taba Doni, general secretary of the federation from Arunachal Pradesh. China describes Northeast India as 'most neglected' As India's general elections began on Monday from the northeastern states, Chinese official media described the remote region as the most "neglected" area in the country. "India's northeastern states — which also include Manipur, Mizoram, Meghalaya and Nagaland are said to be the country's most neglected region," state-run Xinhua news agency said in its report on the commencement of polls in India. There was no mention of Arunachal Pradesh, which China claims as southern Tibet. Earlier, China reacted guardedly to BJP Prime Ministerial candidate Narendra Modi's accusation in February that it had expansionist mindset. Modi had also asserted that Arunachal Pradesh was an integral part of India and will remain so. The CBI claimed that Taniam was tracked by the main accused and beaten up second and third time even after he had already settled the altercation by paying the accused Rs. 7,000 for the damage he had done to a broken glass counter. The agency had filed its chargesheet before Additional Chief Metropolitan Magistrate Pritam Singh. The charge sheet names four men Farman, Sunder Singh, Pawan and Sunny Uppal and three juveniles as the accused. They have been charged under various provisions of the Indian Penal Code and Prevention of Atrocities against Scheduled Caste/Scheduled Tribes Act. New Delhi: Home Minister Sushilkumar Shinde on Tuesday ordered a CBI probe in the Nido Tania murder case. The 19-year-old from Arunachal Pradesh died a day after being beaten up with rods and sticks in Lajpat Nagar on January 29. Once the agency gets the formal notification for investigation-likely by Wednesday-its sleuths will visit the crime spot to collect evidence with the help of forensics experts. CBI will also question Delhi Police officers who responded to the PCR call about the altercation between Tania and the accused to understand the exact sequence of events. New Delhi | February 11, 2014 5:44 pm: The Delhi High Court on Tuesday set a six-week deadline for the police to set up a helpline for residents from the Northeast. The order came days after an Arunachal Pradesh boy died after an alleged racial attack at a market in Delhi. Nido Taniam was allegedly racially targeted and was injured in the scuffle. He died in his sleep. On its part, the police submitted in court that a special unit has been set up and the Northeast states have been asked to send personnel on deputation. The court also asked the Delhi and the Central governments to set up hostels for the Northeast residents. In this regard, the Home Ministry informed that two new hostels have been proposed for students from the region. The HC told the Delhi Government to reply on steps being taken to deal with the issue of sensitisation. The court is slated to issue directions in this regard in a day or two. "Sundar Singh, 27, made the PCR call that day and rushed to stop the fight," a family friend said. Sundar's brother Pawan, 28, who signed as a witness, too has been arrested. Sundar and Pawan run a small production house in South Delhi. On January 29, they were witness to the fight between Tania and the owner of the shop a floor below their flat. They saw policemen come in and also saw them leave after a "compromise" was worked out. They thought they had seen the end of it.
