German Federal Court] on Wednesday, ruled in favor of Angela Merkel's supported 500 Billion Euro (=$640 billion) permanent European rescue fund ESM (European Stability Mechanism). Now Euro zone governments finally have two robust financial defenses against the debt crisis in place. Heavily Indebted European countries e.g. Spain and Italy will have twin supports of ECB's unlimited bond purchase program support and ESM. Another positive indication is from The Netherlands. Holland is going for poll on Wednesday. Indications are that Euro supporters Centrist Coalition have fair chances in the federal elections. But there are whiffs of concern from growing Eurosceptic lobby's political clout. Defeat of incumbents will put the recovery plan in jeopardy. Risk has been increased. German taxpayers have increased their liabilities. In future a bank crash will no longer fall on the shoulders of national treasuries but on the European Stability Mechanism (ESM), a fund to which Germany contributes the most.
Mario Monti faced down the German chancellor and won the battle. He will survive a few more weeks or months in politics. It was clever of him to threaten a veto on something Angela Merkel badly needed. He had her in the corner. It was an example of

June 28, 2012- "German Chancellor Angela Merkel sought to bury once and for all the idea of common euro zone bonds on Tuesday, saying Europe would not share total debt liability, as long as I live" she was quoted as saying. (Reuters, 2012) Merkel is also resistant to any joint deposit guarantee or common bank resolution fund. However, she might support the European Stability Mechanism, (ESM), to help stabilize troubled banks by allowing funds to go directly to the bank, without the country having to bear the stigma of a bailout. There is also the co- investment fund (CIF) that will work with private investors, but so far neither option has been used. So what we have is a possible buyer for the troubled governments' bonds, with a partial guarantee promising to diminish the risk to private investors. So, far the euro has not responded well to the proposals, and nothing has been finalized. Expect the meeting to extend through the weekend.
